The SALT Cyber Project Manager is responsible for planning, executing, and finalizing cybersecurity onboarding/offboarding projects within the DoD, Navy and mission partners in support of the Defense Health Agency (DHA) Subscribers at Military Treatment Facilities (MTFs), Program Management Offices (PMOs) and associated application Programs of Record (PORs), Non-Traditional entities, Other Lines of Business (OLBs), and the Naval Information Warfare Center (NIWC) Cyber Security Service Provider (CSSP) teams. Duties will include managing complex projects related to medical device security, health information systems, and regulatory compliance (e.g., HIPAA, HITRUST). The ideal candidate will bridge the gap between technical security teams, clinical staff, and business leaders, translating technical requirements into business objectives and vice versa.

Minimum Qualifications
- US Citizen
- Bachelor’s Degree in a relevant discipline or at least five years of directly relevant management experience
- At least 8 years of relevant overall experience, preferably in a DoD environment
- Requires a technical foundation with at least 5 years of technical project experience; the high-level ability to understand basic computer processes, network security architecture, cybersecurity principles, endpoint protection and risk management
- At least three years of experience with Project Management software (e.g., MS Project, Confluence, Jira, Asana)
- At least three years of experience participating in meetings with, briefing, and working collaboratively with senior leadership and other teams to complete mission objectives
- At least three years of experience in a CSSP/MSSP operational environment or similar IT-related role, strong organizational skills, attention to detail, and the ability to effectively communicate both verbally and in writing are crucial.

- Highly developed oral and written communication skills
- Ability to convey technical concepts to audiences with varying technical understanding
- Exceptional logical and analytical thinking capabilities and attention to detail
- The ability to solve problems independently or with minimal assistance
- Experience evaluating deficiencies and obstacles to achieving the organization’s mission
- Strong understanding of common enterprise technologies
- Knowledgeable in network security procedures, best practices, and implementation
- Experience using various help desk ticketing systems e.g. MHS ServiceNow, Jira, and web-based collaboration platforms (MS Teams, Confluence, Microsoft SharePoint)
- Proficient with desktop programs such as Adobe Acrobat, MS Excel, MS Word
- Familiarity with various Host-Based Tools
- Basic understanding of IP management, computer networking and sub-netting
- Basic knowledge of commercial cloud service providers
- Ability to navigate monitoring tools and interfaces, e.g., Splunk, Trellix ePolicy Orchestrator
- Experience managing & prioritizing tasks to meet short suspense deadlines
- Ability to work collaboratively with diverse internal and external teams in a remote/tele-work environment
- Experience in DoD Healthcare project managment.
- Experience with Project Management tools such as Jira.
Required Certifications
- Candidates must possess an 8570 IAM Level I certification.
