Job Description:
Parsons is looking for an amazingly talented Subcontract Manager to join our team! In this role you will lead a team of Subcontract Professionals and manage all subcontracts activity for the Infrastructure Solutions Sector of our Engineered Systems Business Unit by providing management and direction for all procurement functions on large domestic and international projects
What You'll Be Doing:

Reviews work produced by subordinates to ensure that applicable codes, standards, and procedures are followed, and that quality of procured items meets or exceeds requirements. Monitors the productivity and technical proficiency of the assigned personnel. Make staffing assignments and reassignments as Company and project needs dictate. Monitors staffing requirements and expenditures within budget constraints.

Coordinates procurement activities with clients, project management, and other departments within the Company.

Actively participates in the Company’s Quality Improvement Process. Promotes technical excellence in all employees. May endeavor to develop a partnership agreement where supplier quality and performance are consistent with Company and client requirements.

Participates in establishing and maintaining Procurement Department polices and procedures, working closely with upper management. Ensures compliance with the Company’s business ethics policy and with the Conflict of Interest Policy. Offers training in these policies, as needed, to the assigned procurement personnel.

Conducts performance evaluations, takes corrective action as necessary, recommends promotions and salary actions, and offers training and development for the assigned personnel.

Completes special assignments for the Director of Subcontracts.

Participates new business and task order proposals and providing team guidance while supporting proposals

Performs other responsibilities associated with this position as may be appropriate.

Establish, maintain, and foster positive and effective working relationships with peers and stakeholders
What Required Skills You'll Bring:
-
Bachelor's Degree in Business Administration or Economics (or related field) and typically 10+ years of diversified experience in all phases of procurement activities on large global engineering and construction projects, including managerial experience.

Excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.

Extensive experience negotiating complex subcontract terms and conditions

Extensive experience in all aspects of procurement, proven managerial capability.

Extensive knowledge in identifying prime contract risk to flow down to subcontractors
-
Extensive experience working in a Contractor Purchasing System Review (CPSR) approved purchasing system environment.
What Desired Skills You'll Bring:

Proficiency using Costpoint or other similar financial systems used to execute subcontract agreements

Extensive experience proposing and negotiating Engineering and Construction subcontract agreements

Extensive experience negotiating Requests for Equitable Adjustment, Engineering Change Proposals and Claims with subcontractors

Salary Range:
$96,400.00 - $168,700.00
