Job Description:

T5 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons as the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

What You'll be Doing:

  • Administers one or more standard subcontracts to ensure that subcontractors fully meet Company and project requirements. The incumbent at this level has experience and an increasing proficiency in the administration of subcontracts. A willingness to travel to the subcontractor's facility when necessary is required.
  • Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience.
  • Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected groups to clarify and ensure that all necessary data has been included.
  • Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
  • Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
  • Prepares reports and contractual correspondence for project management and client. Maintains accurate tracking records tailored to the assigned subcontracts.
  • Maintains and updates subcontractors' files to include records of payment.
  • Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.
  • Serves as liaison between subcontractor and procurement personnel.
  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skill You'll Bring:

  • Bachelor's Degree in Business Administration (or related field) and typically 3+ years of related work experience involving typical procurement activities, including subcontracting.
  • A working knowledge of subcontracting activities typical to the engineering and construction industry is required. In addition, excellent written and oral communications skills, a working knowledge of PC software packages typically associated with procurement, and an ability to effectively negotiate subcontracts is also required.

Salary Range: $63,600.00 - $111,300.00
