Job Description:

Parsons is seeking a highly talented Strategic Functional Specialist/Advisor to join our Mission Assurance Branch! In this pivotal role, you will align daily operations with long-term enterprise objectives, lead the development of multi-year strategic plans, and shape governance and business continuity frameworks.

What You'll Be Doing:

  • Lead and Mentor: Guide Functional Analysts to achieve performance goals and foster a culture of continuous learning and professional growth.

  • Resource & Task Management: Coordinate assignments, manage scheduling and resource requests, resolve conflicts, and ensure task visibility for all stakeholders.

  • Strategic Planning & Compliance: Develop, coordinate, and execute multi-year strategic management plans (COOP, NGOC, PI&ID), ensuring alignment with National, DoD, ODNI/IC, NSG, and NGA guidelines.

  • Policy & Communication: Draft and publish NGA policies and procedures; deliver executive-level briefings and updates to government leadership.

  • Performance & Special Projects: Capture and report branch performance metrics; drive special projects and strategic initiatives through structured problem-solving and resource optimization.

  • Professional Development: Complete required training and development activities as directed by government leadership.

Required Clearance:

  • Must be a U.S. citizen

  • Must have an active TS/SCI clearance

What Required Skills You'll Bring:

  • Bachelor’s degree in Business Administration or related field, plus 5+ years of relevant experience (additional experience may be considered in lieu of a degree).

  • Proven experience in program management, with a strong record of translating complex operational data into actionable executive recommendations.

  • Advanced knowledge of Federal Continuity Directives (FCD 1 & FCD 2), DoD Mission Assurance strategies, and Intelligence Community (IC) Continuity policies.

  • Exceptional written and verbal communication skills, with the ability to clearly convey complex strategies, risk assessments, and metrics to senior executives and diverse stakeholders.

  • Demonstrated success leading complex initiatives, making sound decisions under uncertainty, and optimizing operational resources.

  • Experience leading special projects and strategic initiatives in dynamic, high-pressure environments.

  • Expertise in drafting executive-level white papers, strategic plans, and standard operating procedures, with extensive experience presenting to senior government officials.

  • Proven ability to lead cross-functional teams and manage competing priorities under tight deadlines.

What Desired Skills You'll Bring:

  • Proficiency with standard business applications (e.g., Microsoft Office Suite, SharePoint, MS Teams).

  • FEMA Level 1 certification (or ability to obtain within six months of hire).

Security Clearance Requirement:

An active Top Secret SCI security clearance is required for this position.​

Salary Range: $88,400.00 - $154,700.00
