Summary

Responsible for managing the technical and administrative functions of the Municipal Drainage Utility.  Also, responsible for administrating the storm water management plan among various city departments to ensure compliance with federal, state and local regulations as it pertains to the Texas Pollutant Discharge Elimination System (TPDES) stormwater permit.

Pay Range: $85,134.40 - 111,945.60 (Depedning on qualifications and experience)

Number of Direct Reports (include titles):  1 – Environmental Outreach Coordinator,

Financial & Budget Responsibility: Stormwater Management Fund: $8.5 M       

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Plans, administers and directs activities of the storm water program.

  • Manage and implement policy on stormwater quality and Municipal Drainage Utility (MDU) rules.

  • Review and monitor interdepartmental operations to assure compliance with federal and state stormwater discharge rules.

  • Generate and produce the annual Stormwater Management Plan Report and Municipal Separate Storm Sewer Systems (MS4) Permit for submittal to the Texas Commission on Environmental Quality (TCEQ) and the TCEQ Construction General Permit.

  • Prepare, recommend and present annual MDU operating budget.

  • Assign/Review stormwater fees to residential and commercial accounts.

  • Direct the review and approval of Stormwater Pollution Prevention Plans submitted for new construction in the City.

  • Direct the development and implementation of Garland’s stormwater public information and educational activities.

  • Manage stormwater sample collection, analysis and reporting conducted by hired consultants.

  • Provide management of administrative functions of the Municipal Drainage Utility (MDU).

  • Assign/Review stormwater fees to residential and commercial accounts.

  • Manage the stormwater detention inspection program and the detention plan review program.

  • Represents the City at storm water related meetings at the North Central Texas Council of Governments and at Federal/State inspections/audits, when required.

  • Manages the City’s Local Flooding Program, evaluating the inquiries and determining solutions for flood mitigation projects.

  • Oversees processes necessary to keep the community eligible to participate in FEMA’s NFIP and CRS program.

  • Serve as  the City’s Flood-prone Property Buyout Program

  • Coordinator Coordinate pursuing federal and state funding opportunities for drainage projects.

  • Assist with the City’s Drainage Improvement District, Drainage Participation Project, and Drainage Maintenance programs.

  • If qualified, serve as project manager for a City wide Master Drainage Study

Minimum Qualifications

  • Four years’ college degree in Engineering, Environmental Science or related area

  • 5-7 years’ related experience in stormwater management, floodplain administration, or drainage design

  • 2 years’ supervisory experience

Equivalent combination of education and experience sufficient to successfully perform the essential functions of the job is an acceptable substitute for the above minimum qualifications.

Preferred Qualifications

Education/ Experience:     

  • Professional Engineer, Master’s Degree in Environmental Science, Public Administration or related field of study

  • 7-10 years’ experience in stormwater management or related experience

  • 2 – 3 years’ supervisory experience

  • 5 years’ municipal experience

Knowledge, Skills & Abilities:

  • Extensive knowledge of state and federal regulations governing stormwater management

  • Extensive knowledge of stormwater practices and procedures

  • Extensive knowledge of floodplain management and drainage design

  • Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; read and interpret technical information from engineering constructionplans; ability to conduct necessary research and compile comprehensive reports; write routine reports and correspondence; and establish and maintain effective relationships with internal personnel, public officials, superiors, and the public.

  • Intermediate Skill in Microsoft Office (Word, Excel, Access, Powerpoint)

  • Ability to lead a team of skilled individuals

  • Ability to prioritize and complete projects in a timely manner

  • Ability to read and interpret engineering and construction documents

  • Basic understanding of municipal budget process and revenue forecasting

Licenses and Certifications

  • Valid Class C Texas driver's license
