Key Responsibilities:
- Develop and execute robust statistical methodologies to assess potential causal relationships between NFIP activities (e.g., floodplain development, mitigation measures, mapping) and impacts on endangered species and their habitats.
- Utilize methods such as regression modeling, propensity score matching, and other causal inference frameworks to evaluate program effects and ecological outcomes.
- Employ statistical and machine learning techniques to process and interpret large datasets, identifying patterns and relationships relevant to NFIP’s environmental impact.
- Provide expert guidance to internal teams and clients on best-fit statistical approaches for evaluating program effectiveness and compliance with federal environmental requirements.
- Translate complex statistical findings into clear, actionable insights for non-technical audiences, including policymakers and program managers. Prepare written reports and visualizations to support decision-making.
- Critically assess statistical models and outputs, offering recommendations for refinement or alternative approaches to improve analytical rigor and relevance.
- Conduct analyses using tools such as R, Python, SAS, or equivalent platforms. Integrate GIS and spatial statistics where applicable to enhance ecological assessments.
- Contribute to NFIP’s efforts to meet federal environmental standards by providing data-driven evidence of program impacts on endangered species and their habitats.
Required Qualifications:
- Ability to design and implement statistical studies to assess potential causation between NFIP activities (e.g., floodplain development, mitigation measures, mapping) and impacts on endangered species.
- Ability to develop and apply causal inference techniques (e.g., regression modeling, etc.) to evaluate program effects.
- Strong background in causal inference, experimental design, and advanced statistical modeling.
- Knowledge of statistical analysis or machine learning techniques and how to apply them to large datasets
- Particular emphasis on casual inference techniques and application of these techniques to analyze large datasets and identify potential relationships
- Experience advising clients and internal teams on best-fit approaches for quantitative analysis
- Ability to clearly convey complex data insights to non-technical stakeholders and provide writing samples
- Ability to critically evaluate statistical approaches and outputs, and make recommendations based on those evaluations
- Proficiency in R, Python, SAS, or other advanced statistical software.
- Familiarity with GIS and spatial statistics a plus.
- Level of Effort: 50% for 60 days beginning September 8, 2025 (approximately 20 hours per week)
