SUMMARY: Under the supervision and guidance of the Headstart Director, the Staff Development Coordinator maintains the Staff Development responsibilities for the Headstart Program. The Staff Development Coordinator serves as the department's representative in assisting the Headstart Director with the recruiting and hiring of candidates, and assists employees and volunteers in career development planning, and training. Flags the Headstart Director for all issues which may result in grievances, complaints or corrective actions to work with the Human Resources Director for AVCP. Participates as a member of the department's team in setting overall agency goals, objectives, and plans as related to staff development.
PERFORMANCE RESPONSIBILITIES: include the following. Other duties may be assigned.
- Under the guidance of the Headstart Director, manages the staff recruitment and selection process in compliance with state, federal, AVCP and Headstart program requirements. Anticipates personnel needs and recruits staff as needed. Works with the hiring committee in screening, interviewing and hiring staff. o Maintains the department's compliance with wage/hour, OSHA, ADA, workplace safety and other requirements.
- Assists the supervisors with discipline, counseling and discharging employees when necessary, after reviewing with Headstart Director. Forwards the employees who have voluntarily or involuntarily left employment to the Human Resources Department for exit interviews.
- Counsels with supervisors and employees to assist in the resolution of job-related problems and concerns.
- Acts as a facilitator in challenging personnel situations, as requested.
- Conducts the Headstart employee department specific new hire orientation and completes the Headstart 101 basic training course during the introductory period.
- Coordinates training, development, and education programs to prepare employees for improved performance, personal growth and advancement. This includes assisting staff in developing their individual training plans, preparing and presenting training workshops, coordinating with outside consultants and maintaining the training resource library.
- Monitors and coordinates staff pursuits in advanced training, goal setting, and the process of obtaining financing for formal education and CDA certification training.
- Coordinates a regular pre-service and in-services trainings throughout the year.
- Develops and maintains a training record for each staff member.
- Maintains resource listings of professionals available to provide training. Develops contracts, standards, methods and evaluations for the training consultants.
- Reviews the completed PAF's and entry onto the Personnel Tracking form.
- Ensures all staff members receive required trainings, required health exams and other required Headstart specific personnel procedures and information.
- Develops and keeps current all Headstart personnel policies and procedures in support of the department's objectives and philosophy.
- Coordinates the evaluation program for all employees including staff development plans.
- Develops compensation systems of the department and recommends salary scale adjustments.
- Assists the Headstart Director in the development and maintenance of the job descriptions for each staff position.
- Works with Teachers regarding the volunteer system including recruiting and training.
- Works with the Adult Temporary Assistance Program, adult education, and employment and training agencies to develop and implement strategies to assist Headstart parents move from welfare to work.
- Maintains strict confidentiality of the department and clientele.

QUALIFICATIONS: The individual must be able to perform each essential duty satisfactorily. Must have strong

essential functions. This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region. Strong written, oral, computer, organizational and analytical skills are required. Bilingual Yullik/English preferred. Demonstrated ability to work in rural bilingual and intercultural programs. Demonstrated commitment and respect for the health and welfare of young children and families. Must be able to travel in and out of region as required in small aircraft and to use the Headstart Center for lodging when traveling. Must pass a Physical Examination, TB test and criminal records background check. Past or present Headstart parent preferred. Native Hire Preference.
EDUCATION AND EXPERIENCE: High School graduate or GED required. Required Bachelor's degree from an accredited university in Human Development or a closely related field. Two (2) years minimum employment training experience is required. Past work in a structured Human Resources department doing generalist duties is strongly preferred.
