Job Description:

The scope of this Order includes providing governance, investment management, budget management, and acquisition support for the Office of Business Informatics. 
The contractor should have: 

  • Major Business Case development and execution experience including strategic planning. 
  • Experience with providing the overall direction, control, and reporting of multiple projects and providing technical and management guidance to ensure all schedule and cost objectives are achieved successfully.
  • Proven ability to develop project documentation including budgets, project schedules, and various planning and implementation documents. 
  • Exceptional oral and written communication skills. Experience developing executive presentations, product documentation, SOPs, and web-based content.
  • Exceptional people management skills and ability to communicate succinctly and effectively with staff at all levels and roles, including software developers, architects, subject-matter experts, junior staff, and senior executives. 
  • Experience in establishing and implementing a Project Management Office (PMO). Thorough understanding of federal business practices and the ability to analyze, evaluate, and document those processes. 
  • Support project management activities related to routine Task Order management, cost, schedule, and scope management throughout the period of performance. 
  • Ensure that task order is executed on schedule, within budget, and monitor quality on a day-to-day basis in accordance with technical requirements throughout the period of performance. 
  • Engage with the project stakeholders via meetings to deliver the scope of this effort. 
  • Document activities (including accomplishments, deliverables, risks, upcoming activities, and changes to task dates) and invoices monthly.
  • Document significant events and accomplishments on a weekly basis.
  • Maintain a well-organized, comprehensive repository of all contract documentation in the SharePoint site or elsewhere as directed by the COR. 


Required Education, Experience, & Skills:

  • 20 years of program or project-related management experience 
  • Master's degree in engineering, science, business, or project-related discipline. Two years of additional project-related experience may be substituted for each year short of the required degree.
  • Major Business Case development and execution experience including strategic planning. 
  • Experience with providing the overall direction, control, and reporting of multiple projects and providing technical and management guidance to ensure all schedule and cost objectives are achieved successfully. 
  • Proven ability to develop project documentation including budgets, project schedules, and various planning and implementation documents. 
  • Exceptional oral and written communication skills. Experience developing executive presentations, product documentation, SOPs, and web-based content is highly desirable. 
  • Exceptional people management skills, and be able to communicate succinctly and effectively with staff at all levels and roles, including software developers, architects, subject-matter experts, junior staff, and senior FDA executives. 
  • 5+ years of experience in establishing and implementing a Project Management Office (PMO). Thorough understanding of federal business practices and the ability to analyze, evaluate, and document those processes.
