Overview:
The Project Manager Sr. will assist with and lead high-visibility initiatives, strategic planning, execution, and formal closures of complex projects for new capabilities in the SOCOM Information Environment (SIE). This senior-level role requires advanced ability and experience to continuously monitor, adjust, and report on project performance, budgets, and schedules. The Senior Project Manager actively executes the priorities and activities of the USSOCOM HQ, Component Commands, TSOCs, and/or deployed forces to ensure project execution directly supports and advances IT products or services. A critical focus of this role is developing strategic objectives that implement, deliver, and enhance project management best practices across the operation.
Primary Responsibilities:
- Lead and assist with the end-to-end management (initiation, planning, execution, monitoring, and closure) of high-priority IT capability projects across the SIE.
- Monitor, adjust, and deliver detailed reports on project performance metrics, budgets, resource allocations, and schedules to keep initiatives on track.
- Drive and execute the priorities and operational activities of USSOCOM HQ, Component Commands, TSOCs, and deployed forces, ensuring all IT products and services are advanced effectively.
- Develop and implement strategic project objectives aimed at creating, delivering, and enhancing industry best practices in project management across the organization.
- Oversee the transition of complex IT products and services from project phase to active, sustainable operations.
- Act as the primary interface for senior military and civilian leadership, presenting performance metrics, schedule updates, and mitigation strategies.
Supervisory Responsibilities:
- The Project Manager Sr. provides senior-level oversight, direction, and mentorship to project teams and junior project managers, establishing standards of excellence for project execution.
Education and/or Experience:
- Bachelor’s Degree from an accredited college or university.
- Relevant professional experience, specifically the performance of operational, strategic, and program management functions identified in SOW Sections 3.1 and 3.4 in support of a Government agency, will be considered on a year-for-year basis in lieu of formal education. Strong, proven senior-level experience managing complex IT projects or military programs is highly preferred.
Knowledge, Skills, and Abilities:
- Expert knowledge of project management frameworks (PMBOK) and experience applying them to high-pressure defense environment projects.
- Strong proficiency in tracking project budgets, managing variances, and utilizing scheduling tools to keep multi-faceted tasks aligned.
- Solid understanding of enterprise IT networks, capability deployment, and operational lifecycles within the DoD framework.
- Ability to lead cross-functional technical teams, manage conflicting priorities, and drive consensus among diverse stakeholders.
- Exceptional oral and written communication skills, with a track record of successfully briefing senior executives and military command staff.
Certificates, Licenses, Registrations:
- Project Management Institute (PMI) Project Management Professional (PMP) certification is strictly required.
Security Clearance:
- Must be a U.S. Citizen.
- Must be eligible for and able to obtain and maintain required security clearance/access approvals.
