McCulloh Consulting is hiring for a Senior Program Finance Specialist opportunity in Herndon, Virginia.
Herndon sits in one of the most active aerospace, defense, intelligence, and technology corridors in the country. Located in Fairfax County, near Washington Dulles International Airport and the greater Washington, DC region, Herndon offers strong access to federal customers, defense contractors, technology employers, and major program environments. The town is also part of the Dulles Technology Corridor and is positioned near the Silver Line, Dulles Airport, Reston, Tysons, and Washington, DC.
This is a strong opportunity for a program finance professional who understands defense program financials, Earned Value Management, forecasting, variance analysis, SAP, Cobra, and financial reporting for complex government or aerospace/defense programs.
The Senior Program Finance Specialist will support complex programs through financial forecasting, Earned Value Management, budget maintenance, variance analysis, reporting, audit support, and program financial controls.
This role is ideal for someone who enjoys being close to program performance, partnering with internal teams, protecting data integrity, and helping leadership understand where programs stand financially.
You will be working in a fast-paced program environment where accuracy, communication, and the ability to manage competing priorities are critical.
- Maintain Earned Value Management data integrity across multiple programs
- Use Cobra and SAP to support program financial tracking and reporting
- Forecast program performance metrics, profitability, cash flow, and financial plan performance
- Support weekly, monthly, quarterly, and annual forecasting and variance analysis
- Create, maintain, and update projects in SAP
- Help ensure Estimate at Completion accuracy across assigned efforts
- Create Integrated Program Management Report deliverables, including Formats 1-5 and 7
- Create and review variance reports with CAM input
- Maintain program baseline budgets for performance measurement
- Prepare proposal cost estimates and pricing data
- Support internal and external audits for assigned programs
- Prepare ad hoc financial analysis as needed
- Recommend improvements to systems, reporting, processes, and financial controls
- Communicate across finance, program management, operations, and other internal teams
- Mentor junior team members when needed
This is a full-time, on-site role based in Herndon, Virginia.
The position follows a 9/80 schedule, meaning employees work 80 hours over 9 workdays and have every other Friday off.
Occasional travel may be required.
This role is a strong fit for a Senior Program Financial Analyst, Program Finance Specialist, EVMS Analyst, Program Controls Analyst, Defense Finance Analyst, or aerospace/defense finance professional who has supported complex programs and understands how financial performance ties directly to program execution.

Requirements
- Bachelor’s degree in Engineering, Science, Business, Accounting, Finance, or a related analytical field
- 6+ years of relevant experience with a bachelor’s degree, 4+ years with a graduate degree, or 10+ years of relevant experience in lieu of a degree
- Defense industry program finance experience strongly preferred
- Earned Value Management experience required
- Experience with Cobra and SAP
- Strong Microsoft Excel and Microsoft Office skills
- Experience with forecasting, variance analysis, risk management, financial management, work breakdown structures, change management, cost estimating, configuration management, operations, procurement, and program controls
- Familiarity with defense contracting environments and government program reporting
- Ability to work with minimal supervision in a fast-moving environment
- Strong attention to detail and ability to manage multiple priorities at once
- Effective communication and interpersonal skills
- Ability to obtain a U.S. Secret security clearance if requiredMBA or CPA preferred
- PMP, EVMP, or similar certification preferred
- Experience managing financials for a highly visible program
- Knowledge of government contracts, funding profiles, sales outlook, and variance analysis
- Experience with CPAF, CPFF, T&M, FFP, or similar contract types
- Familiarity with Defense Federal Acquisition Regulations, ANSI-748-D, EVMIG, and NDIA Intent Guides
- Experience in a leadership development program
