Job SummaryThe Senior Program Controls Specialist is responsible for leading and governing program controls across a portfolio of large, complex projects. The role provides strategic oversight of cost management, scheduling, forecasting, risk management, performance reporting, change control, and portfolio analytics to support successful project delivery and strong financial performance.
The position serves as a trusted advisor to executive leadership, project directors, finance, commercial, procurement, and delivery teams. It drives data-informed decision-making, forecasting accuracy, governance compliance, and continuous improvement across the project controls function. The Senior Program Controls Manager leads cross-functional teams, establishes controls frameworks, and ensures alignment between project execution, business objectives, client requirements, and organizational standards.
Key Responsibilities- Lead the development, implementation, and continuous improvement of program controls frameworks, methodologies, policies, and governance processes across multiple projects and programs.
- Provide strategic oversight of project budgets, forecasts, schedules, cash flow, earned value performance, and key project performance indicators.
- Direct portfolio-wide cost and schedule forecasting activities, ensuring accuracy, consistency, transparency, and timely reporting to senior leadership.
- Establish, approve, and maintain program and project baselines, ensuring effective measurement of scope, schedule, cost, progress, and performance.
- Lead monthly business reviews and executive reporting, including variance analysis, trend assessment, scenario evaluation, and actionable recommendations.
- Drive the analysis and resolution of critical project risks, schedule delays, cost overruns, productivity challenges, and execution issues.
- Partner with Project Directors, Program Managers, Commercial, Finance, Procurement, and Delivery teams to optimize project outcomes and financial performance.
- Provide executive-level dashboards and strategic insights using Power BI, SAP, Primavera P6, Microsoft Excel, and other enterprise project controls systems.
- Lead change management and change control governance, including evaluation of cost, schedule, contractual, risk, and business impacts.
- Oversee project controls personnel and provide direction, coaching, mentoring, performance management, and capability development.
- Ensure project controls processes comply with corporate governance requirements, client obligations, audit expectations, and industry best practices.
- Direct portfolio-level risk management, mitigation planning, contingency management, and escalation of material exposures.
- Support business planning, resource forecasting, capital planning, and long-range portfolio performance analysis.
- Establish standards and best practices that improve forecasting accuracy, reporting quality, data integrity, and operational efficiency.
- Lead audits, compliance reviews, lessons learned, assurance activities, and continuous improvement initiatives.
- Act as the primary program controls focal point for executive leadership, customers, auditors, and other key stakeholders.
- Bachelor's degree in Engineering, Construction Management, Project Management, Finance, Business Administration, or a related discipline.
- At least 10 years of progressive experience in project controls, program controls, cost management, planning, scheduling, project management, or PMO leadership.
- Demonstrated experience leading project controls across large-scale capital projects, infrastructure, data centers, energy, engineering, construction, or technology programs.
- Advanced expertise in cost management, forecasting and budgeting, schedule management, Earned Value Management, risk management, performance measurement, portfolio reporting, and change control.
- Extensive working knowledge of Primavera P6, SAP, Microsoft Excel, Power BI, and enterprise project controls systems.
- Strong understanding of project finance, accounting principles, cash flow management, accruals, and cost-to-complete methodologies.
- Proven ability to influence executive stakeholders and lead cross-functional teams in a complex matrix organization.
- Exceptional analytical, strategic planning, communication, reporting, and executive presentation skills.
- Proven experience leading project controls teams and developing project controls capability and talent.
- PMP, PgMP, PMI-SP, PMI-RMP, CCP, PSP, EVP, or an equivalent professional certification.
- Experience supporting multinational organizations and regional or global project portfolios.
- Deep understanding of project governance, PMO operations, portfolio management, and capital project delivery frameworks.
- Experience supporting data center, mission-critical, technology infrastructure, EPC, construction, or major capital investment programs.
- Master's degree in Engineering, Project Management, Finance, Business Administration, or a related field.
- Experience implementing enterprise reporting, business intelligence, automation, or digital transformation initiatives within project controls
