About The Job
 

The Payroll team is responsible for all activities required to complete payroll operations. The Senior Payroll Systems Administrator will work as part of the Payroll team and will be primarily responsible for maintaining payroll systems and all aspects payroll operations. This position works collaboratively with all departments, including: Human Resources, Benefits, Compensation, Finance, Accounts Payable, Information Services and third party administrators to ensure accurate and timely payrolls utilizing the HCM/ERP/Timekeeping Systems.

Primary Responsibility

The Senior Payroll Systems Administrator role is responsible for ensuring that employee information flows properly into and out of the payroll sand timekeeping systems as needed so that employees are paid correctly and timely.

Essential Job Function

Payroll

  • Review of payroll specialist calculation of tax liabilities - responsible for payment of resulting tax liabilities and required reporting
  • Researches and implements controls within processing system to ensure legal compliance for tax and wage payment obligations
  • Serves as backup to Payroll Administrators, Payroll Manager as necessary
  • Prepares various reports and submits third party payments for garnishments, taxes, confirm payrolls
  • Provides payroll-related accounting, tax administration, and financial reporting to internal and external customers
  • Trains and supports staff to ensure all the required reports are prepared timely and accurately
  • Provides analytical support to fulfill various ad hoc requests related to payroll operations
  • Ensures effective team coverage by cross training on various roles and responsibilities
  • Supports the Payroll staff assuring adequate coverage for critical tasks
  • Provides training on payroll processes and process changes
  • Responsible for improving payroll services and maintaining efficiencies.
  • Ensures compliance with federal, state, and local laws
  • Meets payroll operational standards by implementing production, productivity, quality and customer service standards; and resolving problems
  • Serves as the subject matter expert, providing senior level input, evaluation and guidance on payroll related issues
  • Transmit and download payroll data each pay cycle
  • Hands on year end payroll process (ensure W2 accuracy)
  • Assist with special projects and inquiries related to payroll.
  • Support Administration of wage assignments and garnishments requirements
  • Additional functions will be to support any payroll process for fully cycle payroll operations.
  • Investigate payroll tax issues, ensuring compliance with federal and state regulations. Maintain an effective record system and audit quarterly payroll taxes.
  • Assist management and employees in the understanding of payroll procedures
  • Act as liaison to staff by answering questions, providing alternative, and facilitating decision-making during payroll editing and finalization of the bi-weekly payroll for both MHS and Affiliate payrolls.

Systems

  • Responsible for aligning the HCM/ERP and Timekeeping system with the overall company HR/Payroll Strategy.
  • Define initiatives, lead projects, and implement technology solutions for Payroll/HR business needs, including enhancements to HCM/ERP and Timekeeping Systems.
  • PR/HR system research, diagnosis and resolution of all reported issues occurring with data, setup, processes and interfaces. 
  • Provide recommendations to management on improvements to mitigate problems and serve as the liaison between the payroll, IT and vendors.
  • Troubleshoot system problems so that the system(s) continue to operate efficiently
  • Serves as technical point of contact for payroll staff and support upgrades, patches, testing, enhancements and other technical projects as assigned.
  • Evaluates existing processes and designs and implements process improvements; collaborates with other departments as required for process improvements
  • Responds to questions with advanced level of payroll knowledge and experience, creativity, foresight and mature judgment in anticipating and solving problems
  • Ensures that all defined payroll controls are performed and that payroll is meeting all requirements as defined by payroll.
  • Prepare a variety of correspondence, memoranda, statistical summaries reports, announcements and other materials related to the payroll function.
  • Provide training, direction and assistance to staff on technical/procedures and policies/procedures.
  • Work closely with the Director and assist with internal and external auditors during audit process by providing documents, reports and other payroll-related reports upon request.
  • Work in conjunction with IT to identify opportunities to increase effectiveness of helpdesk system, test and implement system upgrades and/or enhancements. Assist payroll staff with training Editor and Approver users in operation of Time and Attendance system and creating of new processes and training materials
  • Write, maintain and support a variety of reports or queries utilizing appropriate reporting tools. Assist in the development of standard reports for ongoing customer needs. Help maintain data integrity by running queries and analyzing data.
  • Develop user procedures, guidelines and documentation.
  • Train clients on new processes/functionality. Train new system users.
  • Ensures that Payroll and other business initiatives are supported with the proper process and tools.
  • Troubleshoot/Problem solve/Monitor  when data is missing/inaccurate in the payroll and timekeeping systems - performing data audits, creating complex reports and dashboards, and assisting where needed.
  • Knowledge and hands-on experience configuring, testing, documenting, and implementing applications to meet requirements.
  • Ability to formulate and present recommendations regarding functional and technical solutions that improve business processes
  • Develop and maintain payroll system analytics and reporting
  • Coordinate with technology partners and cross functional groups to identify and resolve systems and process issues.
  • Support integration, process design, evaluation, prototypes, configuration, and data modeling support. Supports and troubleshoots the Payroll and Time system.
  • Reports, tracks, and assists with resolution of any process, software, hardware, interface issues encountered during business analysis process.
  • Participates in implementation and configuration of new software system.
  • Complete special projects as related to the payroll function in order to bring value to the company through streamlining processes, automation, etc. Perform ad-hoc tasks and requests to support the department.

Skills Required

  • Hands-on experience with HCM/ERP and Timekeeping/Time and Attendance systems
