Boeing Global Services, Government Services (BGS-G) is seeking a Senior Market Development Specialist with deep domain expertise in Government Training (live, virtual, constructive simulation, embedded/embedded-within-system trainers, courseware, instructor-led and distributed learning, sustainment training) for U.S. and allied defense customers. This position can be located in (Primary) Hazelwood, MO; (Secondary) Arlington, VA, San Antonio, TX., Plano, TX., Jacksonville, FL., Tampa, FL., Wichita, KS., Mesa, AZ., or Heath, OH. This role will lead go-to-market product strategy and business expansion for training solutions that increase fleet readiness, shorten training timelines, and reduce life-cycle cost across air platforms.
You will be the trusted expert shaping Boeing's positioning in the government training market. This includes design, develop, and maintain a standardized Government training offering across Boeing platforms, ensuring each solution is supported by complete and current collateral, including technical descriptions, training content, delivery concepts, assumptions, and pricing. Serve as the internal owner for shaping a repeatable and scalable training product structure that can be tailored by platform, customer, and mission need while maintaining consistency, credibility, and alignment to Boeing's strategic positioning.
You will translate deep customer understanding into differentiated product and sustainment strategies, influence capture and proposal priorities, and drive adoption of integrated training solutions (including digital/IVC/M&S, instrumented ranges, remote instruction, and logistics-enabled training) that meet rigorous government requirements.
Position Responsibilities:
  • Develop and execute go-to-market strategies for training solutions for U.S. and allied defense customers, including fleet training devices, simulators, range instrumentation, and training curricula/certification programs
  • Conduct deep customer and market analysis: mission needs, training pipelines, authorized training syllabi, maintenance/test support gaps, PBL and sustainment levers, acquisition pathways (FMS, IDIQs, OTA), and budget/cycle timing for training procurements
  • Translate operational tasks and training/maintenance outcomes into product requirements, value propositions, and clear measures of effectiveness (MoE) and performance (MoP) for both initial acquisition and sustainment
  • Lead product lifecycle activities specific to training: requirements capture, training effectiveness metrics, certification and accreditation requirements, business case and affordability analysis, pricing for training seats/time and equipment, and post-award sustainment/training-as-a-service roadmaps
  • Collaborate with engineering, modeling & simulation, training development, logistics, and program management teams to define scalable, interoperable solutions leveraging digital training systems, M&S, live-virtual-constructive (LVC) integration, e-learning, digital twin, predictive logistics for spares and ATE reliability
  • Provide market and customer input to capture teams: shape Statements of Work (SOWs), performance work statements, training standards references, test requirements, and evaluation criteria; ensure proposals align to customer doctrine and certification processes
  • Support sales, capture, and proposal development with persuasive, technically credible content: solution briefs, training/trainer demonstrations, instructor support concepts, cost-per-qualification models, and hands-on demonstrations for government stakeholders
  • Support all BGS-G proposal efforts involving training content, from early bid strategy through proposal delivery. Partner with capture, sales, engineering, and program teams to define the training approach, shape the win strategy, develop compliant and compelling proposal material, and ensure the final offering is technically sound, commercially competitive, and aligned with customer requirements and acquisition strategy
  • Establish and maintain relationships with government training commands, sustainment organizations, program executive offices (PEOs), prime integrators, MRO partners, simulation houses, and small business technology suppliers to accelerate capability delivery and differentiation
  • Serve as an internal advisor on competitor training offerings, procurement pathways, training accreditation, and sustainment acquisition strategies to influence product roadmaps and capture decisions
  • Up to 40% domestic travel may be required

Basic Qualifications: (Required Skills/Experience):
  • Bachelor's degree in Engineering, Human Factors, Systems Engineering, Instructional Design, Business, or related field
  • 12+ years of experience focused on training systems, or government training/sustainment programs supporting defense customers
  • Demonstrated, deep subject-matter expertise in government training processes (curricula development, certification, instructor/operator training), automatic test equipment (ATE), maintenance/test support, calibration, or integrated training/support solutions
  • Proven familiarity with U.S. Department of Defense acquisition and sustainment processes, training commands (e.g., AF, USN, USMC, ARNG), Foreign Military Sales (FMS) and allied training support frameworks
  • Demonstrated ability to create compelling value propositions, business cases, and technical-commercial presentations that influence government and internal stakeholders

Preferred Qualifications: (Desired Skills/Experience):
  • Master's degree (MBA, Systems Engineering, Human Systems Integration, Instructional Systems, or related)
  • Experience with modeling & simulation, live-virtual-constructive (LVC) integration, learning management systems (LMS), SCORM/xAPI, or digital training platforms
  • Prior direct experience supporting DoD training commands, PEOs, or program offices for training; familiarity with certification/accreditation processes (e.g., JIEDDO, NETC/NSTC, USAF AETC pathways)
  • Proven track record of influencing procurement outcomes for training and representing product positions directly to government customers
  • Experience developing training-as-a-service, managed training solutions, or performance-based logistics (PBL) contracts that include training

Summary Pay Range: 153,000 - 221,950
