The Role

The Senior Grants Analyst provides a full range of grants management activities to support the Administration for Children and Families (ACF) Office of Family Assistance (OFA) Family and Economic Stability Demonstration and Innovation (FED Innovation) Division in the U.S. Department of Health and Human Services and specifically. The Senior Grants Analyst supports the Healthy Marriage and Responsible Fatherhood (HMRF) grant programs under the direction of the FED Innovation Division in OFA. This position is responsible for managing activities related to grant/project management, grant making, dissemination and strategic communication support, and associated activities. This position regularly interacts with federal staff, grant recipients, and federal contractors.

Essential Duties:

  • Lead and manage processes to review grantee performance, conducting regular meetings with grantees, reviewing reports, analyzing data, and providing OFA staff with performance updates.
  • Provide expert assistance to program managers, applying subject matter knowledge to conduct studies, analyze data, draft reports, and offer recommendations for organizational and process improvements.
  • Review and assess the quality of technical reports and findings from grantees, providing detailed evaluations and feedback to OFA.
  • Track grant and contract activities to ensure they meet schedules and requirements.
  • Contribute to and lead dissemination initiatives for the HMRF grant programs, offering content recommendations and managing communication strategies.
  • Track and analyze financial information related to grants and contracts, producing financial reports for leadership.
  • Carry out independent assignments with minimal supervision or lead moderate-sized projects as required.
  • Additional responsibilities may be assigned based on management needs.

Requirements

  • Education: Master's Degree in related field
  • Experience: Preferred ten (10) years of experience in grant/contract/project management, with at least two (2) years supporting OFA or related human services programming.
  • Grant Expertise: Proven expertise in grant management, including tracking performance, managing relationships, and providing performance coaching.
  • Process and Communication: Demonstrated success in analyzing systems, developing processes, and clear communication with stakeholders.
  • Technical Proficiency: Advanced skills in Microsoft Office Suite, and experience with specialized grant tracking systems.
  • Expertise in Grant Management: Extensive experience managing grants, including performance tracking, relationship management with grantees, and evaluation and reporting of grant activities.
  • Coaching and Team Support: Demonstrated ability to coach grantees and related teams to optimize performance.
  • Process Improvement: Skilled in analyzing work processes and systems to enhance efficiency and developing written procedures to outline these processes.
  • Communication Skills: Exceptional written and verbal communication, with the ability to interact effectively with technical and non-technical personnel across federal and state agencies.
  • Detail-Oriented: Strong attention to detail, especially in fast-paced and deadline-driven environments.
  • Team Collaboration: Ability to work across diverse teams and projects, spanning multiple programs and agencies.
  • Research and Data Analysis: Strong understanding of research methods, data analysis, and the ability to communicate these concepts to various stakeholders.
  • Independence: Ability to work independently with minimal oversight and demonstrate proactive problem-solving.
  • Technical Skills: Proficiency with grant tracking systems such as GrantSolutions, Microsoft Office Suite (Word, PowerPoint, Excel), and leveraging tools within Microsoft 365. Knowledge of Adobe Pro is an advantage.
