The primary responsibility of this position is to take the lead in integrating all technology efforts toward a common architecture that will best serve Wisconsin citizens. The incumbent must coordinate rapid changes in the information technology field with the changing needs of the Department of Health Services, and provide leadership for researching emerging technologies. The position must work collaboratively with the Department’s IT leaders and Enterprise Teams to address the what, how, where, who, when and why issues of application architecture, both for applications development and their infrastructure-related components. The Application Architect is expected to guide and train Department management and staff towards common, cost-effective solutions that provide the best stakeholder value.

Provide architectural and big picture oversight for development of new or enhanced software products. Responsible for ensuring quality and consistency of the software architecture across the system and providing day-to-day technical guidance to the development teams. Define the system, technical, and application architectures for major areas of development and recommend course of action to maintain cost effectiveness and competitiveness. Stay up-to-date on business initiatives and objectives, particularly as these relate to infrastructure and development architecture issues. Research and implement best practices frameworks/capability models that will control costs, provide higher quality, and/or increase predictability of service delivery. Research new technology and development tools to remain abreast of current and emerging technology. Career-Level position within field. Requires experience and proficiency in discipline. Conducts complex work important to the organization. Works with minimal supervision with wide latitude for independent judgment. Typically requires six to nine years experience or equivalent education.

Great candidates will bring:

  • Expertise with IT systems analysis through implementation, middleware and database solutions in an n-tier environment, relational databases, client/server and Internet architectures and tools, design and development using procedural and object-oriented technologies, programming languages such as C, C++, Java, Visual Basic, and the .NET framework.
  • Demonstrated theoretical and practical technical knowledge of the components of IT architectures and tools including database management systems such as SQL Server, Oracle, DB2, and IMS, IT environments such as Windows, UNIX, and NAM, IT server environments and tools such as MS IIS, WebSphere, VMWare, and Citrix, IT server security issues related to system accessibility.
  • Capability to provide effective consultation, leadership and coordination for IT project related activities to address customer’s business needs
  • Track record of effective working relationships with all IT managers and disciplines as well as all levels of customer organizations

General Requirements:

  • Working at an Enterprise level, the role of the Application Architect is to expand the DHS’s use of technology as a strategic enabler of DHS’s goals and objectives.
  • Application Architect achieves goals by defining overall system requirements from a technical perspective, then coordinating the design, development, implementation and support of the evolving application architecture of the DHS’s.
  • The primary position responsibility is to take the lead in integrating all technology efforts toward a common architecture that will best serve Wisconsin citizens.
  • The incumbent coordinates rapid changes in the information technology field with the changing needs of the DHS’s, then provides leadership for researching emerging technologies.
  • The position works collaboratively with the DHS’s IT leaders and Enterprise Teams to address the what, how, where, who, when and why issues of application architecture, both for applications development and their infrastructure-related components.
  • In addition, this position works with DHS Division IT representatives, other DHS managers, vendors and consultants to establish and communicate design and architecture standards.
  • Application Architect must guide and train DHS’s management and staff towards common, cost-effective solutions that provide the best value to the DHS’s.
  • Position concurrently manages and participates in high level, high priority and complex projects, and is expected to show strong effective leadership and work independently with minimal supervision.
  • Position frequently collaborates with others (State and contract vendors) associated with the technical details of large projects, and:
  • advise senior level project management in preparing level of effort or budget related estimates,
  • identify risks and mitigation strategies relating to successful project completion,
  • provide detailed project management reporting to the Application Development and Support Section Chief, Project Directors and Project Executive Sponsors.
  • Position follows the Bureau’s project management methodology and standards, IT best practices, and industry recommended quality improvement guidelines.

Expertise:

  • Expertise with IT systems analysis, design, development and implementation methods and techniques.

  • Expertise with relational databases, client/server and Internet architectures and tools.
  • Expertise with application design and development using procedural and object-oriented technologies.

  • Demonstrated technical knowledge of the components of IT architectures and tools, including extensive theoretical knowledge as well as real-world experience.
  • Expertise in project management skills.
  • Demonstrated success in team leadership with a diverse team membership (multiple sites, IT and non-IT staff, etc.).
  • Experience with database management systems such as SQL Server, Oracle, DB2, and IMS.
  • Experience with IT environments such as Windows, UNIX, and NAM.
  • Experience with IT server environments and tools such as MS IIS, WebSphere, VMWare, and Citrix.
  • Experience with IT server security issues related to system accessibility such as firewalls and ports.
  • Demonstrated problem solving skills, including the ability to rapidly assess options and likely consequences when under time pressure to make decisions or solve problems.
  • Excellent customer relations skills.
  • Time management skills, including the ability to balance long and short-term priorities to obtain best results.
  • Leadership skills.
