Primary Function / Purpose

Serve as a senior Ethics and Compliance (E&C) Business Partner providing expert leadership in managing E&C risks and advising business partners on program design, process controls, and risk management. This role provides senior leaders with enterprise-level insights into the effectiveness of the compliance program within their scope of accountability.
The E&C Business Partner must deeply understand business strategies and execution for NBU, Oncology, and Immunology (IMM), lead enterprise Centers of Excellence (COEs) for Monitoring & Data Intelligence and Third-Party Organization (TPO) Management, and partner with business and functional leaders to strengthen the overall state of control through risk-based oversight, data-driven insights, and sustainable CAPA ownership.

Key Responsibilities
  • Serve as strategic E&C Business Partner for NBU, Oncology, and Immunology (IMM), providing senior-level compliance leadership and guidance on business strategies, programs, and execution.
  • Develop deep understanding of business models and field-based implementation to ensure effective and practical compliance program execution.
  • Leverage “seat at the table” to provide meaningful contributions at key leadership and governance forums (e.g., BU leadership teams, L3/L4/L5), beyond traditional E&C perspectives.
  • Lead the Monitoring & Data Intelligence COE, including risk-based monitoring strategy, oversight of in-house and outsourced monitoring, compliance scorecards, data analytics, and insight generation.
  • Translate monitoring results, data insights, and investigative outcomes into clear risk mitigation actions and enterprise-level themes.
  • Lead the TPO Management COE, covering the full third-party lifecycle, including risk assessment, onboarding, ACDD and red-flag management, ongoing oversight, issue management, and exit.
  • Partner with E&C COE teams and business stakeholders to conduct root-cause analysis and design effective, sustainable CAPAs with clear business ownership.
  • Support enterprise risk identification and management by anticipating emerging risks across business units, third parties, and operating models.
  • Approach work as a Team Lilly role model, influencing above, across, and beyond direct scope through collaboration, facilitation, professionalism, and sound judgment.
  • Lead and support global, regional, or affiliate E&C initiatives related to monitoring transformation, data intelligence, and third-party governance.
  • Other responsibilities as assigned by supervisor.
Qualifications / Requirements

Work Experiences:

  • 10+ years of experience in ethics and compliance, legal, or related roles within the pharmaceutical, healthcare, or other highly regulated industries, including demonstrated enterprise-level responsibility for monitoring, data analytics, and/or third-party risk management.

Critical Skills:

  • Excellent learning agility and ability to navigate complexity, ambiguity, and regulatory change.
  • Ability to independently design enterprise-level compliance solutions that balance business value creation with risk management.
  • Strong analytical capability, including translating monitoring data and insights into practical actions.
  • Ability to establish trust and influence credibly with senior leaders without authority.
  • Strong business judgment and pragmatic approach to problem solving.
  • Maturity developed through leading or supporting organizational change management (OCM), including system, process, or governance transformation.

Language Skills:

  • Fluency in Mandarin and English, with the ability to communicate complex issues clearly and logically.

Other Considerations:

  • Advanced degree in law, business, or a related field strongly preferred. Proven track record of success in environments requiring sound judgment in balancing complex compliance, legal, and business considerations. Prior people leadership or enterprise COE leadership experience is a plus.
