Job SummaryParticipates in the development and fulfillment of contract requirements in the purchase and/or sale/delivery of DoD ammunition/munition production programs through equipment, materials, products or services. Evaluates contract compliance and advises others on contractual rights and obligations. Requests or approves amendments to contract terms or contract extensions. Prepares bids or requests for proposals (RFPs), including specifications and requirements; negotiates contract terms and participates in the determination of acceptable bids. Essential Functions
  • Directs all activities in the organization's contracts administration function.
  • Oversees the preparation and administration of bids, proposals, negotiations, and contracts that follow company policies and legal requirements.
  • Directs the contracts administration staff and guides compliance with complex contractual and regulatory requirements.
  • Directs and develops policies and processes that govern the contract administration staff and provides guidance on contract terms and the assessment of contract proposals.
  • Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations.
  • Negotiates complex or high-value contracts.
  • Leads and directs the work of other employees and has responsibility for personnel actions including hiring, performance management, and termination with concurrence from HR & Senior Leadership.
    • Required Qualifications
      • Required education and experience: Associate's Degree and 10-12 years' experience OR Equivalent Combination of Relevant Education &/or Experience
      • Critical professional related technical skills; computer skills: Proficient in Microsoft Office (Excel, Word, PowerPoint)
      Preferred Qualifications
      • Preferred education and experience: Bachelor's Degree
      • Discipline/Major: Business or relevant degree preferred
      • Additional certifications: NCMA Certified Professional Contract Manager (CPCM) preferred
      • Knowledge, skills & abilities: Oral and written communication skills. Leadership skills. Contract compliance. Contract lifecycle management. Contract negotiation. Contracts management & administration. Contract review. Contracting terms and conditions. Contract management software.
      • Other: Government contracts experience strongly preferred
      • Extensive experience negotiating, drafting, and managing contracts subject to USG regulations, in particular FAR & DFARS
      Physical Requirements
      • Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.
      • Work primarily in a climate-controlled environment with minimal safety/health hazard potential.

Skills Required

  • Associate's degree and 10–12 years of experience, or an equivalent combination of relevant education and experience
  • Proficiency in Microsoft Office, including Excel, Word, and PowerPoint

  • Knowledge of contract compliance, contract lifecycle management, contract negotiation, contracts management and administration, contract review, and contracting terms and conditions
