About Us:

Capio Group is a California-based Information Technology Consulting firm serving the public sector since 2010. We assist the Government in delivering large, complex systems and solutions. Capio Group is a small, but quickly growing firm that mixes good ideas, with great people, to achieve extraordinary results for our clients. We offer the salary and benefits of the bigger companies, with the added bonus of a flexible workplace and a great work-life balance.
Scope of Work:
Capio Group is seeking an experienced Solution Architect to lead the technical architecture, solution design, security, integration, and configuration strategy for a large-scale public-sector cannabis licensing platform.
The Solution Architect will ensure the platform is secure, scalable, interoperable, and maintainable, with a preference for configuration-first, metadata-driven, low-code solutions that accommodate changing government regulations and business requirements.

The Solution Architect will be responsible for tasks including but not limited to:

  • Solution Architecture: Design and maintain scalable, secure, enterprise-grade SaaS architecture for licensing, permitting, inspections, compliance, and enforcement operations.
  • Salesforce Architecture: Lead the technical design and implementation of Salesforce-based or Salesforce-integrated solutions, including workflows, data models, security controls, and platform capabilities.
  • Configuration-First Strategy: Develop metadata-driven configurations for dynamic forms, licensing workflows, fee schedules, business rules, and role-based access.
  • Cloud Security: Establish architecture aligned with applicable cloud security requirements, including FedRAMP or SOC 2 standards and cloud environments such as AWS GovCloud or Microsoft Azure.
  • Integration Architecture: Design secure RESTful APIs, webhooks, and batch data exchange interfaces connecting the licensing system with City applications such as LATAX, FMS4LA, Universal Cashiering, Single Sign-On (SSO), and Esri GIS.
  • Data Architecture: Define enterprise data models, data dictionaries, relationships, constraints, validation rules, and audit trail requirements.
  • Data Migration: Define technical approaches for profiling, mapping, migrating, validating, and reconciling data from legacy or heavily customized systems.
  • Technical Governance: Review technical designs, oversee development standards, evaluate customization needs, and ensure platform upgrades do not compromise existing functionality.
  • Functional Alignment: Collaborate with functional leads and government SMEs to ensure architecture supports complex cannabis licensing ordinances, inspection processes, enforcement workflows, and fee management.
  • Security and Auditability: Design controls for permissions, separation of duties, audit logging, secure data exchange, and financial transaction integrity.

Mandatory Experience:

  1. Must have minimum three (3) years of relevant experience supporting a government organization with an annual operating budget of at least $1 billion or serving a population of at least 900,000 residents.
  2. Must have minimum three (3) years of experience with similar Salesforce solutions in a jurisdiction that utilized permitting, inspections, and code enforcement capabilities.

  6. Must have minimum three (3) years of experience implementing configuration-first or metadata driven, low-code cannabis licensing software platforms for public-sector agencies, including typical scale, duration, and complexity of such implementations.
  7. Must have minimum three (3) years of experience leading data migration projects from legacy or heavily customized systems.
  8. Must have minimum three (3) years of relevant experience providing platforms with an API-first that securely orchestrates data exchanges with external systems, payment gateways, enterprise financial systems, document repositories, and enterprise Geographic Information Systems (GIS).
