Torch Technologies is seeking a Software Engineer (Senior) with Oracle EBS, SQL, Architecture, or Cloud Migration experience to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division at Randolph AFB, TX. The person that fills this position will apply their software engineering expertise to provide support for the sustainment, operations, and maintenance of Air Force Human Resource (HR) Information Technology (IT) Systems. The ideal candidate will understand architecture, topologies, design documentation, and work in coordination with the development team, other engineers, project managers, and other team members. The candidate will be performing tasks that support system sustainment, requirements management, integration and interoperability, cybersecurity and compliance, stakeholder coordination, and systems architecture. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.
As a Senior Software Engineer your duties will include the following, but are not limited to:
Perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to
Preparing/creating, reviewing, and analyzing all types of documentation for: Planning, Requirements, Design, Coding, Support, and Test;
Source code, configuration files and engineering resolution support;
Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions;
Demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, and code comments;
Determining and designing system specifications, and standards, and programming/coding and installing solutions;
Improving operations by conducting systems and process analysis plus recommending changes in policies and procedures;
Advising (licensed) software procurements by researching, analyzing, comparing, and documenting results of vendors and products, which may include installation, configuration and testing (of products);
Providing information and recommendations by collecting, analyzing, and summarizing development and service related issues;
Accomplishing engineering and organization mission by completing related results as needed;
Developing software solutions by studying requirements/user stories, user/system/data needs, conferring with users, studying systems flow, data usage, and work processes, investigating problem areas, and following an Agile software development lifecycle;
Evaluating software technologies such as containerization and the use of Kubernetes, infrastructure as code, configuration as code, micro services, standard application program interfaces (API), continuous integration/continuous delivery (CI/CD), and maximizing the automation of the software development lifecycle (SDLC); and/or,
Ensuring the rigorous application of information security/cybersecurity policies, principles, and practices to the delivery of application software services.
Required Qualifications:
U.S. Citizenship
Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW.
OR, Bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW.
OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoW.
Technical skills in systems and software engineering pertaining to full acquisition life cycle (i.e., pre and post-award, development, testing, and fielding).
Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, and BitBucket).
Experience with the implementation of new IT/Business System technologies to include but not limited to Cloud Infrastructure and Enterprise Resource and Planning (ERP) systems.
Experience with IT/Business System technologies to include but not limited to Oracle Cloud Infrastructure (OCI), Cloud One, AWS, and MS Azure.
Knowledge and proficiency with Oracle EBS, Oracle Fusion Middleware, Oracle Integration Cloud and Oracle Fusion Cloud Software as a Service (SaaS) Human Capital Management (HCM) offerings and implementations.
Experience and knowledge incorporating new technology (i.e., APIaaS, IAP, Oracle Fusion Apps, OIC) into legacy applications/systems.
Experience with DoW IT networks and services to include connectivity requirements, i.e., GCDS, SCCA, BCAP, Cloud Computing SRG, etc.
Knowledge with building automated integrations and maintaining integrated data exchanges (i.e., API) between Oracle EBS (on-prem) & HCM (Oracle Fusion SaaS).MS Office Applications – MS Visio, MS Excel, MS Word, MS Outlook
Unix, .NET, Java, Java, JavaScript, etc.
Experience and knowledge of Digital Engineering practices and processes (i.e., Artificial Intelligence (AI), serverless architecture and microservices applications, etc.)
Experience in Air Force Program system/software engineering policies, procedures, and practices.
Knowledge and understanding of Federal and DoW Cybersecurity regulations and policies.
Experience with the Risk Management Framework (RMF), and Federal DoW Cybersecurity regulations, policies and best practices.
Secret clearance is required. Must maintain clearance at required level.
Preferred Qualifications:
3-5+ Years of systems engineering, with a proven track record in the sustainment, troubleshooting, and modernization of enterprise-level IT systems
Oracle ERP skills
Cloud architecture
IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification). (Highly Desired)
