About the Position

The Software Architect leads efforts to define, conceptualize and implement the overall software architecture for the Maricopa County Sheriff’s Office (MCSO). The position solves the most difficult of technical design problems in software and applications faced by the organization. The role researches and analyzes technology trends, determines specifications, and acts as a subject matter expert and consultant on business-critical applications, integrating software solutions with current information systems to provide the necessary foundation for organizational effectiveness. The Software Architect evaluates new systems in support of short-term and long-term strategic direction and provides recommendations for solutions to integrate the best technologies related to MCSO office-wide systems.

Education

• Bachelor’s Degree in Computer Science, Computer Information Systems, or related field.

Experience

• Seven years (7) of information technology experience that includes responsibility and accountability for monitoring, reviewing, and managing complex information technology projects.

OR

Combined education and experience qualifications

• Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.

Other requirements

• In order to be considered for employment with the Maricopa County Sheriff’s Office, successful candidates must not have a revoked or suspended driver’s license.
• OR Must possess a valid Arizona driver’s license or have the ability to obtain by the time of hire.
• Training that may be provided on-the-job: FEMA NIMS – IS100 and 700; Safety; Payroll; PREA.
• Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Our Preferred Candidate has

• Master’s Degree in Computer Science, Computer Information Systems, or related field.
• Experience in an enterprise application architect or software architect role.
• Seven (7) years of experience as Full Stack Microsoft .Net developer / architect with hands on programming experience in .Net Framework 4.8+, .Net 5.0+, ASP.Net/MVC, C#, AJAX, SQL server, SSRS, SSIS, and Rest API.
• Experience with Azure DevOps, Git Source Control Methodology and build and release management.
• Experience working with Microsoft Power Platform and SharePoint.
• Experience working in Agile Methodology.

Essential Job Tasks

• Provides definition, allocation, and management of software interfaces between internal and external software systems.
• Manages, coordinates, and directs the implementation of the architecture with the software team.
• Supervise the following team(s): GIS, Dispatch Operations Support, DevOps
• Provides consulting support on a broad range of information technology subjects and issues to enterprise-wide customers to maximize technology investments.
• Partners with internal customers to conceptualize new software or application projects, recommends technical resources and strategies, and designs project requirements.
• Develops prototypes and experiments with multiple solutions to evaluate the pros and cons of alternative architecture and design.
• Designs and implements REST APIs.
• Performs code reviews with constructive feedback and provides technical mentorship.
• Develops information systems strategies and implementation plans on key technologies and makes recommendations to MCSO management.
• Serves as the top technical design expert in software and application development on large, critical information technology projects.
• Focuses on non-CAD (Computer Aided Dispatch) & RMS (Records Management Systems) application requirements to maintain cohesiveness; ensures proper connections exist for applications that have integrations with other agencies (e.g., SHIELD); provides leadership to the teams involved and confirms proper knowledge development among team members.
• Partners with internal departments with varied requirements and interface needs to provide an overall integrated application approach (e.g., SHIELD, EI/IA pro, TRACs, and internally developed applications used by MCSO); ensures that deployed applications have necessary connections.
• Develops enterprise-wide technology methodologies, policies, and procedures to ensure consistency in the implementation of strategic plans.
• Measures the effectiveness of software and application initiatives and assists executive management in monitoring and evaluating information technology performance.
• Conducts detailed reviews of all major development projects undertaken by any information technology function within the MCSO or as requested by senior management.
• Identifies opportunities to re-engineer business practices to maximize the benefits of the MCSO’s information technology strategies and plans.
• Identifies emerging applications technologies to be introduced within MCSO that could significantly impact the organization and its integration partners and customers.
• Evaluates new and existing software systems to make recommendations to management for state-of-the-art development tools to use within the applications development environment.
• Collaborates with business engagement and other software architectural professionals to provide expertise regarding the integration of all applications across the business.
• Monitors procedures to ensure that a comparison is made of build versus buy options for potential information technology projects of any size.
• Determines specifications, plans, designs, and develops complex and business critical software solutions; uses appropriate software engineering processes individually or partnering with project team.
• Participates with vendors in the assessment of commercial-off-the-shelf applications, advanced operating systems, and database production systems, including beta and field test participation.
• Provides expert level support for the most difficult support problems; resolves unique or non-routine software problems.
• Designs Data Warehousing, back-up, security, and disaster recovery systems.
• Analyzes project approaches for impact/risk and cost/benefit.
• Collaborates with management to establish future direction for software.
• Analyzes short and long-term strategic software or application problems and develops solutions.
• Analyzes and evaluates industry trends and new developments to integrate the best technologies and practices into software.
• Performs other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of

• Computer applications program design, development, and implementation.

Typically, successful candidates are hired at a salary rate, up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
