The Site Manager has oversight and responsibility for a particular field office site for an assigned contract. The Site Manager is a strategic position that is responsible for oversight of all aspects of administrative, technical, operational, contractual, and financial components of the program. In addition, this position is responsible for the company’s quality control plan and implementing established workflows, policies, procedures and protocols, and fiscal accountability for work performed on their office.

Essential Functions and Responsibilities:

  • Enforce program changes as specified by the Project Director and Program Manager and disseminate guidance to personnel.

  • Ensure ongoing program-wide compliance with contract and company policies, procedures, and guidance, with applicable laws and regulations.

  • Implements, monitors, and ensures the effectiveness of the company’s quality control plan and training programs. Escalates concerns and suggests improvement to the Program Manager.

  • Responsible for monitoring staff utilization and controlling overtime.

  • Conducts random in-person spot checks during transportation events to ensure contract compliance.

  • Oversees camera surveillance for Site Offices and vans to ensure contract compliance.

  • Prepares and conducts Site Supervisor evaluations; coaching and corrective action; recommends salary increase for Site Supervisors.

  • Manages and reviews all schedules on a weekly basis and ensures staffing is consistent and fair in the company’s scheduling database while maintaining enough flexibility to meet project demands. Ensures changes made to the schedule a communicated in a timely manner.

  • Tracks and monitors weekly and monthly labor hours; approves timesheets and expense reports for staff.

  • Manages and approves all leave requests on a weekly basis.

  • Conducts interviews with candidates for various site positions.

  • Attend and provide an overview of the site operations during each new hire training class. 

  • Identifies future staffing needs with input from Site Supervisors and Operations Manager. 

  • Identifies inappropriate employee behavior and or performance issues in collaboration with Site Supervisors and People Services and address through corrective and or disciplinary action.

  • Works with People Services to document progressive discipline actions. Maintain a consistent level of communication with all employees, other departments, executive management, interacting with high level authorities between agencies.

  • Manages and communicates with on-site teams that consist of Site Supervisor, Office Administrators, Logistics Specialists and Transportation Specialists.

  • Ability to manage multiple projects simultaneously as well as providing required reports to Executive Management on a timely basis, while managing, verifies and updates information in the company database system.

  • Provides recommendations for updates to SOPs to Project Director and Program Manager.

  • Ensures that the program is in compliance with quality control standards, training and contractual requirements, but also meets other or exceeds other standards, as necessary.

  • Ensures compliance with the company’s policies and procedures and ensures changes are communicated to the team, as necessary.

  • Assists Program Manager with the development and refinement of policy interpretation, guidelines, and procedures that will improve or enhance service delivery of the program.

  • Oversees Logistics staff schedules, dispatches of vehicles and drivers, monitors speeding levels and provides the appropriate support.

  • Supervises the corporate vehicle maintenance and program; ensures vehicles are cleaned, fueled and ready for trips.

  • Reviews employee training status and certifications, if applicable, to stay current and meet all contractual requirements.

  • Conducts orientation and on-the-job training for Site Supervisors, Office Administrators and Logistics Specialists with regular check-ins to ensure all direct reports are onboarded correctly.

  • Manages the financial aspects of all projects and ensures the proper utilization of all staff to include limiting overtime hours for all staff.

  • Monitors Power BI (Work Orders, Time-In Transit, TS Hours Worked/OT, TSs Not Worked, etc.) and the effectiveness of IT systems and brings any changes and improvements to the IT Steering Committee for implementation.

  • Other duties as assigned.

Knowledge, Skills, Abilities, and Qualifications:

  • Possess a bachelor’s degree from an accredited university (or an associate degree with two or more years of extra relevant experience may be substituted for a bachelor’s degree, or more than four years of related experience may be substituted for a degree).

  • Have at least two years or more of documented experience in a field related to law, social work, detention, corrections, or similar occupational area.

  • Demonstrate management and supervisory experience applicable to the goals and objectives of this requirement and appropriate for a similar program environment.

  • 5 years’ experience managing large operations with 80 to 100+ employees.

  • Able to foster strong business relationships with internal and external customers and employees at all levels and across multiple stakeholders.

  • Ability to leverage technology to manage contract requirements and improve complex processes and procedures while also managing expectations of stakeholders and employees.

  • Collaborate across all operational support areas to ensure company best practices are continuously incorporated and consistently executed across the program.

  • Strong oral, written, and interpersonal communication skills. 

  • Must have investigative, analytical skills and report writing experience.

  • Valid driver's License, clean driving record.

  • Must be accessible by mobile phone 24/7/365.

  • The work schedule may fluctuate according to work demands including evenings and weekends, periodic long and irregular working hours. Travel is required frequently between offices, within the service area, and to attend meetings and conferences as required to fulfill the obligations and responsibilities of the position.

  • Available to work a flexible schedule, including nights and weekends.

  • Availability to travel regularly within the United States.

  • Must show proof of US passport or be in the process of obtaining one.

Preferred Qualifications:

  • Bilingual in English and Spanish preferred.

Clearance: 

  • Applicants selected will be subject to a government background investigation and may be required to meet the following conditions of employment.

Security Requirements: 

  • Ability to obtain/maintain a Security Clearance. 

  • Favorable credit check for all cleared positions.

  • Successfully pass a background investigation, drug screen.

  • May be required to pass or present specific requirements depending on the program (i.e., DOT exam, vaccinations, CPR, flu shot). 

  • US Citizenship, Permanent Residency depending on the program

Physical Requirements/Working Conditions:

Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees.

Climbing/Stooping/Kneeling: 0% - 10% of the time.

Lifting/Pulling/Pushing: 0% - 10% of the time, must be able to lift up to 40 lbs.

Fine Motor Skills/Dexterity: Must be able to write, type and use a telephone system 100% of the time

Sitting: Sitting for prolonged and extended periods of time
