Job DescriptionThe Supervisor Section 8 Compliance plays a critical role in overseeing the daily operations of voucher and special claims processing for all subsidy-related programs. This position ensures compliance with HUD Section 8 regulations, PHFA’s Annual Contributions Contract (ACC), and internal agency policies. The Supervisor provides leadership, technical guidance, and quality assurance to ensure timely and accurate processing of housing assistance payments.
Essential Functions:
- Supervise and support staff in processing housing assistance vouchers and special claims in accordance with HUD regulations, PHFA policies, and ACC requirements.
- Train team members on relevant systems, procedures, and regulatory guidelines, including HUD Handbook 4350.3, the Special Claims Processing Guide, and the Monthly Activity Transmission (MAT) Guide.
- Troubleshoot and resolve issues encountered during voucher and special claims processing.
- Maintain accurate and timely tracking logs, reports, and system data.
- Coordinate system access, Security Awareness Training, and Rules of Behavior compliance.
- Monitor staff performance using available systems and reporting tools; adjust assignments as needed to ensure efficiency.
- Prepare and verify accounting files for submission to the Finance Department to facilitate monthly payments to Owners/Agents.
- Manage portfolio changes and baseline monitoring in applicable systems.
- Monitor and resolve TRACS error messages and ensure timely submission of tenant and voucher data.
- Review and respond to special claim appeals.
- Conduct annual performance evaluations and provide coaching and corrective action as necessary.
- Serve as the primary liaison with software vendors (e.g., Calypso) to resolve technical issues related to voucher processing.
- Draft and distribute communications to Owners/Agents and TRACS contacts regarding HUD notices, policy updates, and procedural changes.
- Respond to audit and review requests with appropriate documentation and explanations.
- Prepare monthly, annual and other reports as requested by the Manager of Contract Administration.
- Provide required documentation to subcontractors for Monthly Occupancy Reviews (MOR).
- Participate in meetings with HUD, subcontractors, and other stakeholders as needed.
- Complete special assignments as directed by the Director of Housing Management or Manager of Contract Administration.
Job Requirements:
- Associates degree from an accredited institution or work experience, specifically with HUD Handbook 4350.3 REV-1.
- In-depth knowledge of HUD regulations and policies; AHM certification or equivalent required.
- Proven experience in staff supervision, coaching, and performance management.
- Proficiency in Microsoft Office; and a willingness to learn new systems.
- Strong organizational, analytical, and communication skills.
- Ability to work independently, manage multiple priorities, recognize problem situations and offer solutions and meet deadlines.
- Professional demeanor with a commitment to confidentiality and customer service.
- Strong attention to detail with the ability to identify errors, inconsistencies, and areas of improvement.
- Willingness to travel, including occasional overnight trips.
