The Senior Technical Advisor, Regulatory Engineering will take the lead on participating and representing Intelsat in regional regulatory meetings in Asia and the Middle East (ITU Regions 3 & 1) and will need to prepare the necessary contributions for these meetings. This will include preparation of technical analyses as necessary. You will need to participate in the APT (Asia Pacific Telecommunication) meetings and other relevant Working Parties and Asia sub-groups (e.g., AWG) and you will play a major role in shaping the spectrum policies in Asia and Middle East Regions. The job also includes trying to build regulatory consensus on ITU and regulatory issues that would advance Intelsat's objectives in the region. You are expected to engage and build working relationships with all regulators and regulatory bodies/agencies that deal with spectrum policy and regulations in ITU Regions 1 & 3. Additionally, you will play an integral role in Intelsat's preparation and participation at International Telecommunication Union (ITU) Working Party Meetings. You will also be required to assist (when required) and perform various regulatory engineering aspects such as coordination of the satellite networks with other satellite operators based in ASMG, ATU and APT region as needed as well as ITU filing assessments when needed. In this role, you are expected to maintain situational awareness of the regulatory and spectrum landscape in your region and how it relates to Intelsat global positioning and corporate objectives.
Are you up to the challenge?

  • Maintain situational awareness of the spectrum landscape in ITU Regions 1 & 3.
  • Engage directly with regulators in your region and develop rapport and working relationships.
  • Prepare and document technical/regulatory analysis for Intelsat's responses to Region 1 and 3 Consultations from other administrations in collaboration with Intelsat Regulatory Affairs team.
  • Develop technical/regulatory contributions to ITU Working Parties and other regional organizations in alignment with Intelsat's objectives. Represent Intelsat at these meetings, on possible APT Administration (e.g. Singapore, PNG) delegations, and present and defend contributions.
  • Conduct technical analyses for intersystem coordination and actively participate in operator to operator and Administration coordination meetings.
  • Prepare contributions and participate in meetings of the ITU (ASMG) (APT) and other regional organizations in Asia and the Middle East to ensure that regulations applicable to the spectrum use are favorable to satellites in general and particularly to Intelsat.
  • Assist Intelsat Regulatory Affairs on ITU, APT, ASMG and market access projects.
  • Address requests from internal stakeholders regarding ITU and APT spectrum related technical/regulatory matters.
  • Support other spectrum team members including in the earth station and space station application process when necessary


You should definitely have:

  • At least, four-year college Engineering degree, preferably in Electrical Engineering.
  • At least 10-years of relevant experience
  • RF Engineering experience
  • Knowledge of commercial satellite industry.
  • Knowledge of ASMG, APT rules and solid ITU Radio Regulations
  • Effective English language verbal and written communication skills
  • Effective interpersonal skills with the ability to facilitate agreement during challenging conversations
  • Ability to work in a cross-functional team environment, manage external consultant relationships and collaborate with internal clients
  • Proficiency in MS Office Suite
