Amentum is looking for a highly skilled and experienced Senior Spectrum Manager to support the global mission requirements of the United States Navy in Fort Meade, MD.

Your knowledge of radio equipment and radio propagation characteristics aids in the review and coordination of National level requirements within the United States and Possessions. The position will provide you with a unique experience through the chance to work with systems utilizing the entirety of the radio-frequency spectrum from direct current to daylight. You will work with minimal oversight in the coordination with appropriate federal, nonfederal, military and other government officials. You will also proactively address concerns submitted through the frequency deconfliction chain and will support education, outreach, and policy review and development as needed. Senior Spectrum Manager Responsibilities Include:

Submitting spectrum requirements in SFAF format via SXXI to NTIA in accordance with applicable manuals, regulations, and instructions.

Managing the Navy and Marine Corps Frequency Review Program IAW NTIA Manual, Annex F. Duties include coordinating spectrum requests with applicable agencies.

Performing daily retrieval of NTIA frequency assignment agendas, conduct analysis and provide recommendation to the Frequency Assignment Subcommittee (FAS) representatives on any potential impacts to DON assignments IAW NTIA Manual of Regulations.

Conducting reviews of Navy Military Air Group (MAG) records and coordinate with requirement owner for completeness, accuracy, and continued requirement.

Conducting analysis on FCC spectrum requirements received from NTIA such as Special Temporary Assignment (STA) requests.

Providing technical reviews of documents related to spectrum management (e.g., Instructions, Manuals, and Regulations, policy papers, etc.).

Preparing for, providing technical support, and submitting meeting minutes for all meetings assigned.
Minimum Qualifications:
-
Graduate of the Interservice Radio Frequency Management School (IRFMS) or The Army Spectrum Management Course or have a BS/BA Degree from a from an accredited university with 10 years of work-related experience.

Must have an Active Secret US Government Clearance. Note: US Citizenship is required to maintain a Secret Clearance.
Preferred Experience:
-
Knowledge of the either the Federal Communications Commission (FCC) or the National Telecommunications and Information Administration (NTIA) system frequency assignment process.

Knowledge of any of the following software: Equipment Location Certification Information database (EL-CID), Spectrum XXI, Host Nation Spectrum Worldwide Database Online (HNSWDO)

Experience submitting Government Master File (GMF) frequency assignments

Experience coordinating with national level spectrum management offices like Army Spectrum Management Office, Air Force Spectrum Management Office, FAA, etc.

Experience with Link 16 operations
