Job Description:
Parsons is looking for an amazingly talented Senior Quality Manager to join our team! In this role you will get to provide leadership, oversight, and management of quality professionals while developing and implementing robust Quality systems and procedures across complex projects.
What You'll Be Doing:
Quality Governance & Frameworks: Establish, standardize, and enforce the overarching PMO Quality governance framework, operational boundaries, and unified metrics across all program tracks, client-appointed PMCs, and contractors.
PMC & Consultant Management: Oversee client-appointed Project Management Consultants (PMCs) and engineering consultants. Define their specific Quality scopes, drive accountability through standardized performance evaluation metrics, and maintain strict oversight of their sub-contractor compliance.
Independent Audit & Assurance: Design, schedule, and execute a comprehensive, independent PMO-level audit program to rigorously evaluate PMC performance, compliance with project specifications, and statutory conditions.
Non-Conformance & Risk Management: Act as the final escalation point for unresolved PMC compliance issues, tracking systemic failures through robust non-conformance (NCR) programs, and ensuring the root-cause analysis is thorough and corrective actions are institutionalized across the program footprint.
Contractual Enforcement: Partner with Contract Management to embed strict Quality compliance gates into contractor pre-qualification, evaluation, and award processes, ensuring contract conditions are rigorously enforced.
Executive Reporting: Standardize program-wide Quality KPIs and reporting structures to eliminate fragmented data, translating complex audit findings and quality trends into concise, actionable executive reports for senior leadership and client stakeholders.
Continuous Improvement: Interface directly with corporate governance and client representatives to drive process improvements, maintain program-wide certifications, and champion a culture of performance excellence.
What Desired Skills You'll Bring:
Experience: Minimum of 15 years of dedicated Quality experience within the construction or mega-project industry, including a minimum of 5 years of proven experience operating as a Senior Quality Manager within a PMO, client-representative, or large-scale portfolio environment.
Education & Qualifications: bachelor’s or master’s degree in engineering, Construction Management, Quality Management, or a related field. Professional certifications such as Lead Auditor (ISO 9001) or CQM/OE (Certified Manager of Quality/Organizational Excellence) are highly preferred.
Consultant Governance: Proven track record of managing, auditing, and governing international engineering consultants, Tier-1 PMCs, and diverse joint ventures within a complex PMO structure.
Standards & Systems: Expert knowledge of ISO Quality Management Systems (specifically ISO 9001) and extensive experience implementing international engineering, industrial, and construction standards (e.g., ASTM, ANSI, ASME).
Communication & Influence: Exceptional authoritative yet collaborative communication skills, with a proven ability to manage complex project logistics, chair executive-level quality reviews, and influence senior stakeholders PMC and Consultants .
