We are looking for a dynamic Project Manager to join our team at our headquarters in Tysons, VA. The Project Manager is responsible for the leadership and management to help build and execute our Office of the Secretary of War for Personnel and Readiness (OSW P&R) portfolio. The Project Manager leadsa portfolio, which involves developing a business plan that aligns with CATHEXIS’ strategic roadmap, motivating others to commit to that plan, reinforcing CATHEXIS’ value proposition, and holding everyone accountable for their performance. The Project Manager manages the portfolio by overseeing its project set, setting, reviewing, and controlling budgets, managing and mitigating risk, and ensuring high levels of quality, customer satisfaction, and compliance with CATHEXIS policies and procedures. The Project Manager inspires excellence in delivery, loyalty in their clients, teamwork, and professional growth in all of their employees. The Project Manager helps build a portfolio by working with the Growth Team, potential clients, and CATHEXIS subject matter experts to shape and win work. The Project Manager works with the corporate Leadership Team of CATHEXIS and the role inherently includes contributing to the overall success of CATHEXIS through cross-selling, collaboration, and improving enterprise-wide tools and processes.

This position is local to the Washington, DC Metro area and is hybrid work environment with 2-3 days a week at the Pentagon, possibly with short notice, and work in the corporate office in Tysons, VA.

Responsibilities

The responsibilities include, but are not limited to:

  • Plan, organize, and manage tasks from initiation through closeout, ensuring alignment with contract scope, Statement of Work, deliverables and customer expectations
  • Develop and maintain project schedules, work plans, milestones, status reports, etc., to support timely and transparent project execution
  • Monitor project budget, labor utilization, resources and performance metrics to ensure work is completed on time, within budget and in accordance with quality standards
  • Serve as the primary liaison among government customers, company leadership, project staff, subcontractors and teaming partners to support clear communication and issue resolution
  • Coordinate and guide project teams, assigning responsibilities, tracking progress, removing roadblocks and ensuring accountability for deliverables
  • Identify, assess and mitigate project risks, schedule constraints, compliance issues, and customer concerns before they affect performance
  • Ensure project activities comply with contract terms, company policies, applicable federal acquisition requirements, security requirements and customer-specific procedures
  • Prepare and deliver recurring project status updates, briefing materials, meeting agendas, meeting minutes and customer-facing reports
  • Support contract administration activities, including documentation, deliverable submission, change requests, subcontractor coordination, invoicing support, and audit readiness

Requirements
  • Active Secret Clearance with the ability to upgrade to Top Secret is required
  • Bachelor’s Degree with a minimum 7 years’ of Project Management experience within the Federal Government or Defense (DoW) industry
  • Experience with managing programs, including IDIQ and multiple task orders
  • Proficient in Microsoft Word, PowerPoint, and Visio, and SharePoint
  • Managing Programs related to Personnel & Readiness, Office of the Executive Director (OXD), Readiness, Health Affairs (HA), Manpower and Reserve Affairs (M&RA), Personnel Readiness Management Agency (PRMA), and/or related programs required
  • Proven track record of successful portfolio and project management and business development
  • Project Management Professional (PMP) Certification preferred

  • Client Relationships - Leverage existing client relationships and build new client relationships within OSW P&R
  • Business Development - Provide leadership, client intelligence, and support to the corporate Growth team to win work and help build the Defense portfolio
  • Leadership - an organizational leader with the ability to inspire and motivate others to perform well, accept feedback, be an effective team player, delegate, and hold employees accountable. Is personally a team player who coordinates throughout the company to achieve enterprise success
  • Vision and Strategy - puts forth a clearly articulated vision of CATHEXIS’ future based on a well-grounded understanding of the external business environment, internal capabilities and constraints, and a realistic, compelling strategy reflecting choices, commitments, and consequences
  • Management and Tactical Ability - demonstrates the ability to plan, make timely decisions with limited information, facilitate process improvement, oversee and direct projects and plans, develop subordinates’ skills, and be available as a resource
  • Experience managing federal, state or local government contracts, task orders, or customer funded projects. Experience with multiple task orders and/or cost type contracts is a plus.
  • Familiarity with Statements of Work, contract deliverables, performance reporting and government customer expectations
  • Strong project planning, scheduling, budget tracking, risk management, and resource coordination capabilities
  • Ability to communicate clearly and professionally with government customers, subcontractors, teaming partners, project staff and company leadership
  • Experience preparing status reports, briefings, meeting minutes, project documentation, and customer-facing deliverables
  • Working knowledge of project management and collaboration tools such as Microsoft Project, Smartsheet, Jira, Asana, Trello, SharePoint, Teams or similar platforms
  • Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment
  • Ability to identify issues early, recommend practical solutions, and drive tasks to completion with limited oversight
  • Understanding of compliance, security, quality assurance, or audit readiness requirements in a government contracting environment

The annual salary range for this role is $150,000- $180,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
