Torch Technologies has an exciting opportunity for an experienced Senior Program Manager to support the Tactical Air Traffic Control Command and Control Operations System (TACOS) within the Air Force Life Cycle Management Center/PEO Electronic Systems Directorate (AFLCMC/HB) at Hanscom AFB, MA. This directorate manages modernization, development, testing, production, and sustainment for over 140 programs for the U.S. Air Force (USAF) and its allies, playing a critical role in advancing the Air Force's mission.

As a Senior Program Manager your duties include, but are not limited to:

  • Provide expert-level support to Department of War (DoW) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle.

  • Apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.

  • Drive cost and schedule efficiencies in acquisition and program management.

  • Manage cloud-based systems for cost projections and performance tracking.

  • Apply Agile, CI/CD, DevSecOps, and DevOps methodologies.

  • Ensure compliance with DoW acquisition policies (DoWI 5000.02 & 5000.75).

  • Conduct qualitative and quantitative analysis of acquisition programs.

  • Develop and present acquisition documentation, briefings, and reports.

  • Support Program Managers in executing acquisition strategies and maintaining program battle rhythm.

  • Guide contract execution, assessing program health to meet cost, schedule, and performance goals.

  • Assist in RFP development, including SOWs, SRDs, and CDRLs.

  • Review acquisition documents for accuracy and consistency.

  • Collaborate with government and contractors on acquisition execution.

  • Provide strategic acquisition guidance and policy interpretation.

  • Support risk management planning, including mitigation strategies.

  • Develop statutory and regulatory acquisition reports.

  • Utilize financial and acquisition systems (CCaR, IDECS, EDA) for funding management.

  • Track contractor deliverables, schedules, and program integration.

  • Monitor IT system interfaces and assist in contract communications.

  • Stay updated on DoW acquisition reforms and Air Force policies.

  • Ensure MPE systems align with operational testing and OFP requirements.

  • Assess Engineering Change Proposals (ECPs) and contract modifications.

Required Qualifications:
  • U.S. Citizenship

  • Bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoW, OR,

  • 15 years of directly related experience, eight of which must be in the DoW. 

  • Must have and maintain an Active Secret Clearance

  • Request for Information (RFI) and Request for Proposal (RFP) development

  • Statement of Work (SOW) development

  • Program planning, execution, and scheduling

  • Source selection support

  • Leadership briefings and executive-level presentations

  • Microsoft Office 365 and SharePoint

  • Strong leadership and team management abilities

  • Excellent written and verbal communication skills

  • Ability to collaborate across multidisciplinary teams (Program Management, Engineering, Logistics, Cybersecurity, Configuration Management, and Government stakeholders)

  • Critical thinking and sound decision-making

  • Strong organizational and time management skills

  • Ability to manage competing priorities in a fast-paced acquisition environment

  • Relationship-building with government, military, and contractor personnel

Salary Range:  $140,000 - $150,000

Other factors include the candidate’s qualifications such as relevant prior work experience, specific skills and competencies, education/training, and certifications.
