About this Role:

Consertus is seeking a Senior Program Controls Manager (Healthcare Capital Programs) based in Seattle, WA. This role is responsible for establishing and leading program controls functions across a portfolio of healthcare capital projects, integrating cost, schedule, risk, progress measurement, and reporting into a cohesive decision-support framework.

The Senior Program Controls Manager will provide executive-level visibility into program performance through disciplined controls governance, portfolio reporting, schedule analysis, and risk management. This role serves as a strategic partner to project leadership and client stakeholders, delivering data-driven insights that support informed decision-making across large capital programs.

The ideal candidate possesses significant experience developing and managing program controls frameworks and has expertise integrating cost, schedule, and risk data to drive program performance.

Key ResponsibilitiesProgram Controls Leadership
  • Lead program controls activities across multiple healthcare capital projects and portfolios.

  • Establish, maintain, and enforce program controls standards, procedures, and governance frameworks.

  • Develop controls methodologies for baseline management, progress measurement, forecasting, and reporting.

  • Ensure consistency and auditability across program controls processes.

Cost, Schedule & Risk Integration
  • Integrate cost, schedule, and risk information into a comprehensive performance management framework.

  • Monitor baseline performance and identify emerging trends impacting program delivery.

  • Conduct variance analysis and develop corrective action recommendations.

  • Connect schedule progress and production performance to cost forecasting and EAC development.

  • Support contingency planning and risk-based decision making.

Schedule Management & Analytics
  • Evaluate project schedules for quality, health, and compliance with controls standards.

  • Analyze critical path activities, float trends, schedule risks, and recovery opportunities.

  • Support schedule-driven forecasting and performance measurement activities.

  • Collaborate with project teams to ensure accurate and timely schedule updates.

Reporting & Executive Communications
  • Develop executive dashboards, KPI reporting, and portfolio performance summaries.

  • Prepare steering committee and executive leadership materials.

  • Deliver concise narratives explaining performance trends, risks, opportunities, and decisions required.

  • Facilitate monthly controls reviews and stakeholder alignment discussions.

Governance & Data Management
  • Establish program-level KPI definitions, reporting cadences, and governance standards.

  • Maintain data quality, consistency, and auditability across program controls systems.

  • Ensure alignment between project controls, financial reporting, and management reporting requirements.

  • Drive continuous improvement initiatives across controls processes and reporting tools.

Stakeholder Engagement
  • Partner with Project Managers, Cost Managers, Scheduling Teams, PMO leadership, healthcare clients, and contractors.

  • Facilitate cross-functional reviews and performance discussions.

  • Influence outcomes through collaboration, analysis, and strategic recommendations.

  • Promote transparency and accountability across program teams.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Business, Finance, or a related field.

  • 7+ years of progressive project controls or program controls experience supporting large capital programs.

  • Experience supporting multi-project portfolios or PMO environments.

  • Demonstrated expertise integrating:

    • Cost management

    • Scheduling

    • Risk management

    • Performance reporting

  • Advanced understanding of:

    • Baseline development

    • Forecasting methodologies

    • Variance analysis

    • Corrective action planning

    • Program controls governance

  • Strong schedule analysis capabilities, including critical path assessment and schedule health evaluation.

  • Advanced proficiency with:

    • Primavera P6

    • Power BI

    • Oracle/Unifier

    • EcoSys

    • SAP or similar controls platforms

  • Strong executive communication and presentation skills.

  • Ability to influence stakeholders and drive alignment without direct authority.

Preferred Qualifications
  • Experience supporting healthcare facility capital programs.

  • Familiarity with active healthcare campus operations and stakeholder coordination requirements.

  • Preferred certifications:

    • PMI Scheduling Professional (PMI-SP)

    • Planning & Scheduling Professional (PSP)

    • Certified Cost Professional (CCP)

    • Project Management Professional (PMP)

    • Certified Construction Manager (CCM)

Working Hours: On-Site, Full-Time, Exempt

Compensation Range: $180,000-$250,000 annually, depending on skills, experience and education.
