SAIC is seeking a highly experienced and detail-oriented Senior Program Analyst to support NSWC Crane and the Sea-Launched Cruise Missile – Nuclear (SLCM-N) program. In this high-visibility role, you will oversee and manage the operational aspects of ongoing program activities in a competitive prototyping environment serving as a key liaison between program management and planning, the project team, and line management. The successful candidate will bring a complete understanding of program management principles and a proven ability to drive results in a complex, fast-paced DoD program environment.
Key Responsibilities-
Review status of projects and budgets; manage schedules and prepare status reports for senior government and SAIC leadership

Assist the Navy in managing a competitive prototyping environment implementing system engineering and technical review best practices and processes

Assess program issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives

Develop mechanisms for monitoring program progress and for intervention and problem solving with project managers, line managers, and government clients

Ensure contract requirements and subcontractor responsibilities are being accomplished, including working on the definition and implementation of project planning techniques to provide visibility on the contract

Develop budgets and schedules to meet contractual and project requirements for assigned portions of the program

Participate in establishing and defining program plan requirements; monitor and report performance against plans to ensure contractual, cost, and schedule objectives are met

Represent the organization as a prime contact on contracts or projects; interact with senior internal and external personnel on significant matters requiring coordination between organizations

Support preparation of program reviews, executive briefings, and Congressional budget justification materials
Bachelor’s degree in Business Administration, Program Management, Finance, or related field with 6 or more years of related experience; OR Master’s degree with 4 or more years of related experience; OR PhD with related experience
Complete understanding and wide application of program management principles, concepts, practices, and standards
Full knowledge of industry practices in program planning, scheduling, budgeting, and performance monitoring
Demonstrated ability to independently determine and develop approaches to solutions and plan and arrange own activities in accomplishing objectives
Strong proficiency with standard industry and government office and analytical tools including Microsoft Office Suite (Excel, PowerPoint, Word)
Excellent written and verbal communication skills
Interim secret clearance required to start with the ability to obtain a secret clearance. SAIC will sponsor the clearance process.
U.S. Citizenship required
Strong preference for candidates with prior missile development or missile systems program experience
Experience supporting Navy or DoD weapons systems or nuclear modernization programs
Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process
Experience with Earned Value Management (EVM) or cost and schedule analysis
Project Management Professional (PMP) certification
Knowledge of federal acquisition regulations (FAR/DFARS)
