XLA seeking a Senior Procurement Specialist with prior MCC experience to direct the procurement team for an Interim Procurement Agent (IPA) contract supporting a Millennium Challenge Corporation (MCC) compact. The Lead runs the full procurement cycle on behalf of the Accountable Entity (AE) under the MCC Program Procurement Policy and Guidelines (PPG) and Standard Bidding Documents (SBD). Contingent upon contract award.
Required qualifications
- Direct MCC and/or MCA procurement experience — mandatory; applications without it will not be considered
- Bachelor's degree, or recognized procurement certification (NIGP-CPP, CPPO, MCIPS, CPSM, CPSD) in lieu at MCC's discretion
- 7+ years of procurement experience
- Demonstrated development and review of bidding documents, evaluation reports and contracts for goods, works and services
- Fluency in written and spoken English
- Proficiency in Microsoft Office
- Excellent interpersonal and communication skills
Responsibilities
- Prepare solicitation documents using MCC Standard Bidding Documents and templates; review for accuracy and PPG compliance
- Help AE staff draft terms of reference and technical specifications
- Organize pre-proposal and pre-bid conferences
- Manage evaluation panels and prepare technical, financial and combined evaluation reports
- Support negotiations, contract finalization, contract administration and amendments
- Respond to bid challenges; maintain procurement files per MCC archiving procedures
- Support In-Kind Grant procurements under the MCC Program Grant Guidelines
- Mentor Junior Procurement Specialists
Preferred qualifications
- Experience under more than one regulatory framework (e.g., U.S. Government and World Bank)
- Prior IPA or Procurement Agent work
- Experience in education, river/maritime transport, tourism or construction procurements

- Prior Interim Procurement Agent or Procurement Agent experience
