The position works with the VP of Business Development, capture, proposal, operations, finance, and subcontracting personnel to translate solicitation requirements and technical approaches into supported pricing models and clear proposal narratives. Responsibilities span capture planning through final proposal revisions and award transition, with emphasis on base operations support, facilities operations and maintenance, and related federal services. The Senior Pricing Manager advises leadership on pricing options, profitability, and financial risk to support informed bid decisions and executable contract commitments.

Tasks and Capabilities Required:

· Analyze Government solicitations, amendments, pricing instructions, evaluation criteria, and contract requirements; establish pricing schedules, compliance matrices, and required inputs.

· Develop and maintain cost models covering labor, fringe benefits, indirect costs, materials, equipment, subcontractors, escalation, and profit or fee across base and option periods.

· Analyze wage determinations, collective bargaining agreements, compensation data, and recruitment assumptions to support defensible labor pricing.

· Support capture pricing and price-to-win analysis; evaluate alternative staffing and cost scenarios and recommend pricing strategies that balance competitiveness, performance risk, and margin.

· Manage subcontractor pricing data calls, instructions, schedules, and follow-up; evaluate submissions for completeness, consistency, and alignment with the prime contractor’s pricing strategy.

· Prepare cost/price volumes, government pricing workbooks, bases of estimate, and supporting narratives that clearly explain methodologies, assumptions, and proposed costs.

· Validate formulas, rate applications, rollups, and pricing across all workbook tabs; reconcile price submissions with technical volumes and maintain version control and an audit trail.

· Present pricing reviews to leadership, document assumptions and risks, and incorporate approved changes before submission.

· Prepare responses to pricing evaluation notices, requests for clarification, discussions, and final proposal revisions; support negotiations and document resulting changes.

· Maintain reusable pricing tools and historical cost data, protect proprietary information, and transfer awarded pricing assumptions and budgets to finance and operations.

Experience and Certifications:

· Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field, and 5–8 years of direct federal government pricing experience.

· Comprehensive knowledge of federal government pricing practices, cost and price analysis, the Federal Acquisition Regulation (FAR), and Cost Accounting Standards (CAS), including their applicability to proposal requirements.

· Experience managing subcontractor data calls and price proposals in support of a prime contractor’s pricing strategy.

· Strong organizational, written, and oral communication skills; ability to manage concurrent deadlines and coordinate inputs from multiple contributors.

· Strong analytical skills and business acumen to make sound financial analyses, decisions, and recommendations and clearly explain their effects on cost, margin, and risk.

Preferred/Desired Certifications:
