Senior Power Apps Developer

Job Description:

Dynamo seeks a Senior Power Apps Developer and Journeyman Operations Research Analyst to support the U.S. Coast Guard (USCG) Diving Program. This role will work closely with the Dive Program Manager, USCG Diving Subject Matter Experts (SMEs), and an existing programmer to provide backend data management and technical platform support tailored to the operational needs of the Diving Program.

Responsibilities include facilitating the assessment, transformation, and migration of legacy and SharePoint data systems into a normalized Dataverse environment. The position ensures data integrity, consistency, and usability, supporting key functions such as maintenance tracking, personnel certification records, and equipment inventory management.

Success in this role requires strong technical skills in data migration and platform development and a collaborative approach to align technical solutions with operational requirements. This position is critical in enabling data-driven decision-making and sustaining operational readiness within the USCG Diving Program.

Duties/ Responsibilities: 

Data Migration and Transformation

• Collaborate with USCG Diving Program SMEs to identify, inventory, and assess all relevant legacy and SharePoint databases.

• Evaluate existing data dictionaries, schemas, quality, consistency, and relationships between data points.

• Develop a comprehensive data mapping document to guide the transformation of legacy data structures into a normalized Dataverse schema.

• Execute the data migration process while ensuring the accuracy, completeness, and integrity of data within the Dataverse environment.

• Implement appropriate data cleansing and validation procedures.

• Develop and execute data migration scripts or tools.

• Provide regular progress updates and address data discrepancies throughout the migration process.

Dataverse Structure Design

• Partner with SMEs to design a flexible and scalable Dataverse schema that supports:

  • Maintenance tracking and scheduling

  • Training records and certifications

  • Personnel information and qualifications

  • Equipment inventory and maintenance history

• Define Dataverse entities, attributes, and relationships to represent real-world objects and operational workflows.

• Implement data validation rules and security roles within Dataverse to maintain data quality and control access based on user roles and permissions.

Collaboration and Communication

• Maintain ongoing communication with USCG Diving Program SMEs to ensure accurate understanding and representation of data within Dataverse.

• Coordinate with the current system programmer to gather technical insights, facilitate smooth data transition, and minimize operational disruptions.

• Provide structured and consistent progress reports to project stakeholders, covering data migration status, model updates, and identified challenges.

Required Skills/Abilities:

• Successfully completed Microsoft Certification for Power Platform Developer Associate.
• At least three (3) years working on Microsoft products and platform development.
• Ability to provide data migration, transformation, and Dataverse structure design, as well as provide backend data management and technical platform support.
• Must be a U.S. Citizen with the ability to have an active DoD Secret clearance.
• Ability to manage multiple, shifting priorities and tight deadlines and maintain detailed project plans, reports, and workflows. 
• Excellent communication and change management, planning, and prioritization skills. 
• Possess and demonstrate the interpersonal and leadership skills to build relationships with key internal stakeholders responsible for decision-making. 
• Adaptability and willingness to take on additional tasks as needed. 

Nice to Have Skills

• Excellent documentation skills and the ability to recommend best practices and articulate process improvements and required changes. 
• Exceptionally organized, able to meet production deadlines, and self-direct when necessary. 

Education and Experience:

• At least 3 year’s experience in developing Microsoft platforms
• Microsoft Certified: Power Platform Developer Associate.

Travel Requirement:

• May be required to travel for official business (2-3 trips per year) from the primary or secondary location to designated locations to support the Dive program.

Clearance Requirement:

• Secret Clearance
