The Role

CGD seeks a full-time Senior Policy Analyst to support CGD’s President Rachel Glennerster in her role as a member of the Global Education Evidence Advisory Panel.
The Center for Global Development is an independent, non-partisan research organization, in Washington, DC and London, UK that focuses on the issues and institutions that are critical to inclusive development. Through rigorous empirical research and active engagement with the global policy community, we focus on the policy intersections of low- and middle-income countries and the governments, institutions, and corporations that can be partners in delivering greater progress.
The Senior Policy Analyst role will involve overseeing a systematic review of the literature on interventions to improve education outcomes in low- and middle-income countries (LMICs), working with colleagues from the World Bank, Foreign, Commonwealth & Development Office (FCDO) and the United Nations Children’s Fund (UNICEF) on the Global Education Evidence Advisory Panel (GEEAP) secretariate as well as with GEEAP members themselves as they produce their flagship “Smart Buys” report which provides recommendations to LMIC governments on how to improve education.
It will also involve working to support outreach to LMIC governments to discuss the recommendations and track takeup of the recommendations. In addition to the flagship report, the analyst will help with the analysis and drafting of additional reports/papers on special topics in education produced by the GEEAP. For the right candidate there is the chance to coauthor one or more papers drawn from this analysis.
The successful candidate will have strong analytical skills, with an ability to understand and draw lessons from a large research literature and write about it clearly and precisely. Strong organizational skills, including the ability to manage others and work collaboratively in a team are also required.  
Responsibilities: 

  • Review existing literature for ongoing research initiatives and projects. 
  • Conduct policy analysis; author/co-author blog posts, policy papers, op-eds, notes, and briefs, alone or in collaboration with other senior colleagues.  
  • Build and maintain relationships with key partners, including scholars, policymakers, and funders.
  • Represent the organization at a high-level in various settings and forums.
  • Perform other duties as necessary.
Qualifications and skills: 
  • Undergraduate degree in economics or closely related discipline.
  •  Master’s degree with a focus on analysis (e.g. economics, data science or public policy).
  • At least 2 years of experience conducting research
  • Excellent communication and writing skills in English, including the ability to communicate complex messages to a wide audience.
  • Highly organized with a methodical approach to tasks and excellent attention to detail; proven ability to advance written materials and research with a high degree of autonomy while being accountable for the accuracy of outputs.
  • Excellent presentation and interpersonal skills; proven ability and experience interacting with high-level stakeholders and in high-profile public fora.
  • Ability to lead and motivate other junior staff.
  • Exceptional team player with a strong ability to contribute positively to a team environment
  • Confidence, flexibility, can-do attitude, and intellectual curiosity in a demanding and fast-paced environment
  • Eligibility to live and work in the U.S.
  • A demonstrated interest in international development and education policy would be a plus.

This is a 2-year fix-term position with the posibility of extension. 
Closing date: Monday, May 5th at 11:59PM. 
Salary range:$75,800 to $86,000.  Pay commensurate with education, skillset, and experience.
