Senior Manager, HSSE Operations & Risk Management
Location: Asia (Regional Role)
About the Role
We are seeking an experienced Senior Manager, HSSE Operations & Risk Management to lead the operational governance and execution of Health, Safety, Security and Environment (HSSE) risk controls across our regional renewable energy portfolio.
The Senior Manager is responsible for implementing and continuously improving operational HSSE frameworks across the full project lifecycle—from development and construction through commissioning and operations.
The role will focus on strengthening Electrical Safety Management, Risk Management Standards, Permit to Work (PTW) systems, and Emergency Preparedness & Response, ensuring HSSE risks are effectively identified, assessed, controlled, and monitored.
You will work closely with Project Delivery, Operations teams, contractors, and regional HSSE functions to embed robust risk controls into daily operations and high-risk activities, supporting our Zero Harm ambition and driving consistency across countries.
Key Responsibilities
1. Operational HSSE Risk Management
- Lead the implementation and governance of the HSSE Risk Management Standard across projects and operating assets.
- Facilitate hazard identification and risk assessment processes (HIRA, HAZID, SIMOPS, task-based risk assessments).
- Maintain operational and project risk registers and ensure effective risk control implementation.
- Verify critical risk controls through assurance activities and field verification.
2. Permit to Work (PTW) Governance
- Own and govern the Permit to Work system for high-risk operational activities.
- Define PTW requirements, roles, authorization standards, and competency requirements.
- Monitor PTW quality through audits, inspections, and performance metrics.
3. Electrical Safety Management
- Develop and govern the Electrical Safety Management framework across projects and operating assets.
- Define electrical safety rules, including isolation procedures, LOTO requirements, testing, grounding, and authorization controls.
- Ensure competency and authorization of electrical personnel and contractors.
- Lead reviews and investigations for electrical incidents and near misses.
4. Emergency Preparedness & Crisis Interface
- Develop and maintain Emergency Response Plans (ERP) for construction and operational sites.
- Plan and conduct emergency drills, simulations, and crisis exercises.
- Support crisis response coordination and post-incident reviews.
- Interface with business continuity planning where required.
5. Incident Management & Investigation
- Lead or oversee incident investigations using recognized methodologies such as ICAM or Root Cause Analysis.
- Ensure accurate classification, reporting, and corrective action implementation.
- Analyze trends and embed lessons learned into operational controls.
6. HSSE Audits & Operational Assurance
- Conduct operational HSSE audits and inspections focused on control effectiveness.
- Support regulatory, lender, and internal audits.
- Participate in operational readiness and construction-to-operations handover reviews.
7. Contractor Risk & Interface Management
- Ensure contractor compliance with HSSE requirements including PTW, electrical safety, and emergency response procedures.
- Manage HSSE interface risks between contractors, operations, and internal teams.
- Support contractor onboarding, monitoring, and performance reviews.
8. Regional Alignment & Continuous Improvement
- Drive alignment of operational HSSE practices across multiple countries.
- Share lessons learned and best practices across the region.
- Contribute to continuous improvement initiatives within the HSSE function.
Work Environment & Travel
- Frequent travel across Asia to project sites, operational assets, and contractor facilities.
- Work across diverse environments including active construction sites, operating renewable assets, and corporate offices.
- Travel may occur at short notice to support incident investigations, operational audits, emergency preparedness exercises, and HSSE workshops.
- Ability to work effectively across different cultures, regulatory environments, and time zones is essential.
Qualifications
- Bachelor’s degree in Occupational Health & Safety, Engineering (Electrical, Mechanical, Industrial), Environmental Science, or related discipline
- Certification aligned with ISO 31000 Risk Management Standard
- Lead Investigator certification (ICAM, Root Cause Analysis, or equivalent)
- Advanced Electrical Safety certification (e.g., HV/LV switching, electrical safety auditing)
- NEBOSH Diploma or equivalent
- ISO 45001 / ISO 14001 Lead Auditor certification
- Training in Emergency Preparedness, Crisis Management, or ISO 22301 Business Continuity Management
Experience
- 8–10+ years of progressive HSSE experience in construction, industrial, or operational environments
- Proven experience managing high-risk operations and HSSE risk control frameworks
- Experience working with EPC or self-EPC contractors
- Regional or multi-country HSSE experience preferred
- Exposure to lender or international financial institution (IFI) requirements is advantageous
Technical Skills
- Electrical safety management and LOTO programs
- Permit-to-Work governance and auditing
- Emergency response planning and crisis preparedness
- Incident investigation methodologies (ICAM / Root Cause Analysis)
- Implementation and auditing of HSSE management systems (ISO 45001 / ISO 14001)
Analytical & Systems Skills
- Data analysis and reporting using Microsoft Excel, dashboards, and Power BI
- KPI tracking and performance monitoring for HSSE programs
