Boeing Test & Evaluation (BT&E) is seeking an exceptionally qualified and highly motivated Senior Manager Military Programs Flight Test Safety in Berkeley, MO, Edwards, AFB, CA, Seattle, WA, or Patuxent River, MD.
This senior manager position is responsible for avidly leading and mentoring a high-performing team of Aviation Safety Officials while maintaining an intense focus on maturing and continuously improving Safety Management Systems (SMS) processes within BT&E's military test programs.
The selected candidate will promote and leverage the SMS four components to proactively identify and mitigate flight and lab test risk exposures. This high-visibility position routinely collaborates with Integrated Test Leaders, Enterprise program leaders, as well as Enterprise SMS, Environment, Health and Safety (EHS), and Quality. The BT&E Military Programs Flight Test Senior Safety Leader will consistently demonstrate and promote all Boeing Values in support of promulgating a positive safety culture within BT&E and the broader Enterprise.
The selected individual will support Mobility, Surveillance & Bombers + Vertical Lift and Air Dominance, Phantom Works & Weapons performing operational and test safety engineering tasks. The individual must have a strong understanding of flight test, aircraft operations, risk identification, and mitigation. This person should be able to provide independent oversight into programs to validate their risk assessments and support Flight/Test Mission Assurance Readiness Reviews and test hazard analysis. In addition, this person must be able to investigate non-normal incidents and determine if corrective actions are required to immediately contain hazards and further mitigate risk. This individual will lead an experienced team of high performing safety engineers and Aviation Safety Officials who work in a dynamic, fast-paced development, and test environment to manage operational safety risk and promote mishap prevention.
This position requires frequent collaboration with senior leaders and a wide range of subject matter experts. The ideal candidate is an individual who thrives when avidly supporting business partner safety needs. Must be operational and applied science oriented with a strong propensity to solve complex challenges and unafraid to learn new skills and processes.
The ideal candidate must also have the ability to work collaboratively across a broad section of program and test capabilities to support the test statement of work and the development of test safety requirements throughout BT&E's Product Test Life Cycle (PTLC). Additionally, the selected candidate will lead Safety Action Groups (SAGs), support safety assurance activities and manage safety report (e.g. Speak Up) investigations.
Position Responsibilities:
- Support development and management of the Boeing Test & Evaluation Safety Management System (SMS)
- Develop Key Performance Indicators (KPI) to measure the system health
- Promote, conduct, plan, and manage Safety Assurance activities including auditing
- Avidly conduct and support Safety promotion
- Manage and investigate safety reports to implement both proactive and reactive safety risk mitigation
- Measure and promote a positive safety culture
- Share data with business partners to improve the entire business and improve enterprise safety
- Conduct audits and use that data for continual process improvement
- Engage with industry partners to ensure we utilize best practices
- Develop and manage safety requirements in a collaborative environment early in the design process through the test life cycle of the product/program, with specific emphasis on test operations
- Perform critical safety engineering activities to support ground and flight test preparation and operations, to include support the development of Flight Test Plans (FTPs) with a focus on Test Hazard Analyses (THAs) and mitigation plans, development of test procedures, and active participation in ground and Flight / Test Mission Assurance Readiness Reviews (FTMARRs)
- Perform Safety Risk Management (SRM) activities and lead Safety Action Groups (SAGs)
- Provide Safety Assurance (SA) function through interface with safety data analysts and Quality Assurance (QA) and Environmental Health and Safety (EHS) counterparts
- Provide flight and ground test operations safety support during testing, to include active participation in pretest briefs/debriefs, after action reviews
- Review engineering design specifications, test operations, change proposals, deficiency reports, and deviation/waiver requests for potential flight test safety impacts
- Conduct periodic safety assessments as necessary per Defense Contract Management Agency (DCMA) 8210 and Enterprise SMS
- Lead and participate in incident investigations and root cause/corrective action analyses
- Lead and facilitate aircraft impound investigations
- Prepare presentations, analyses, and reports for government/customer safety boards, program design reviews, and test/mission readiness reviews
- Deliver oral and written presentations to peers, program management, senior leadership, customer, and regulatory agencies
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.
Basic Qualifications (Required Skills/Experience):
- This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
- This position requires ability to obtain program access, for which the U.S. Government requires U.S. Citizenship only
- Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
- 5+ years of experience with test hazard / risk identification and mitigation plans
- 7+ years relevant technical experience in a combination of aviation safety, systems safety analysis, safety management system, ground test, flight test, aviation operations or test hazard analysis in a commercial and/or military environment
- Capable of traveling up to 30% of the time
Preferred Qualifications (Desired Skills/Experience):
- 10+ years related work experience or an equivalent combination of education and experience
- Existing Special Access Program (SAP) clearance in Air Dominance
- 7+ years experience in flight and/or ground test
- Prior Test Conductor (TC) or Test Director (TD) experience
- Prior Aviation Safety Officer (ASO) or Aviation Safety Investigator (ASI) experience
- Experience with DCMA instruction 8210.1, contractor's flight and ground operations
- Experience in Safety Management Systems training and experience (ICAO Annex 19, FAA 14 CFR Part 5 and/or AC 120-92D)
- Experience with various aircraft systems, flight test operations, test safety, aviation safety programs, test hazard analysis, aviation safety investigations, aviation mishap investigations
- Experienced in communicating and working within a dynamic team environment
- Experience in accident and incident investigations and root cause corrective action training
- Experience system safety engineering (MIL-STD-882, ARP4761 and DO178B/254)
- Experience with manned aircraft in air dominance, phantom works, flying test bed or weapons systems
