Job Description:
Parsons is looking for an amazingly talented Senior ITS Engineer to join our PMO team. In this role, you will provide program‑level technical leadership, oversight, and integration of Intelligent Transportation Systems (ITS) across one of the largest and most complex urban road networks in the region.
The position requires a highly experienced ITS professional capable of reviewing designs, assessing contractor technical proposals, ensuring system integration, and aligning ITS deployments with Traffic Control Centers (TCC) and adjacent projects.
The Senior ITS Engineer will act as the PMO technical authority for ITS systems, overseeing planning, design development, contractor submissions, interfaces, and system integration across multiple road and corridor projects.
The role involves coordination with designers, contractors, authorities, system integrators, and operators to ensure that all ITS solutions are technically compliant, interoperable, future‑ready, and aligned with smart mobility objectives.
What You’ll Be Doing:
- Provide program‑level oversight and governance for all ITS works across the Program.
- Review and manage ITS scope covering:
- Signalized and unsignalized intersections
- Variable Message Signs (VMS) and Dynamic Message Signs (DMS)
- Overhead gantries and cantilever structures (OVHDs)
- Automatic Incident Detection (AID) systems
- Ramp metering systems
- ANPR systems
- ITS field devices (CCTV, detectors, sensors, cabinets)
- Local Control and Support Centers (LCSC)
- Review and provide technical recommendations on contractor and system integrator technical proposals, shop drawings, material submissions, method statements, and system architectures.
- Ensure ITS systems are fully integrated with existing and future Traffic Control Centers (TCC) and coordinated across project‑to‑project interfaces.
- Oversee the design and implementation of optical fiber communication networks, including backbone, distribution, access networks, redundancy, and routing strategies.
- Review Functional System Design Documents (FSDDs), integration plans, testing and commissioning strategies, and operational readiness plans.
- Ensure compliance with applicable international ITS standards, local authority requirements, and RCRC specifications.
- Support interface management between ITS, traffic engineering, electrical, communications, civil, and structural disciplines.
- Provide technical input to BOQs, scope definitions, risk registers, and value engineering initiatives.
- Monitor and support FAT, SAT, system integration testing, and final commissioning of ITS systems.
- Prepare and review technical reports, design review comments, decision papers, and executive summaries for senior management and stakeholders.
- Liaise with RCRC, traffic authorities, operators, police, and other stakeholders to resolve technical and operational issues.
- Mentor junior ITS engineers and contribute to PMO capability building and standardization.
What Required Skills You’ll Bring:
- Bachelor’s degree in Electrical Engineering, Electronics & Communications Engineering, Transportation Engineering, Computer Engineering, or related discipline from an accredited institution.
- Minimum 15 years of experience in ITS planning, design, integration, and delivery on large‑scale urban road or highway infrastructure projects.
- Extensive hands‑on experience with:
- Urban ITS systems and architecture
- Intersections, VMS/DMS, AID, ramp metering, ANPR, and field devices
- ITS communications and fiber optic networks
- Proven experience reviewing contractor and vendor technical proposals and complex multi‑disciplinary designs.
- Strong understanding of ITS system integration, interoperability, cybersecurity, and data communications.
- Familiarity with relevant international standards and protocols (e.g., NTCIP, IP networking, ONVIF, SNMP).
- Excellent written and verbal communication skills with the ability to engage senior stakeholders.
- Strong coordination, leadership, and problem‑solving skills.
