Senior Instructional Systems Specialist (ISS)
Position Summary
DarkStar Intelligence is seeking a Senior Instructional Systems Specialist (ISS) to support instructional development in a mission-critical environment for a government contract supporting a government client.
Location: Quantico, VA
Schedule (FT/PT): Full-Time
Travel Required: No
Shift: Day
Remote Type: On-Site
Security Clearance: Active TS/SCI
Polygraph: Must be willing to take a Counterintelligence (CI) Polygraph
Primary Duties and Responsibilities
$120,000 – $135,000 per year
This pay range is a general guideline and not a guarantee of specific compensation. Final offers will be based on a variety of factors, including the role’s responsibilities, the candidate’s education and experience, job-related skills, internal equity, market competitiveness, and any applicable bargaining agreements or legal considerations.

Primary Duties and Responsibilities
- Support training development using a systematic Instructional Systems Design (ISD) process in accordance with the FBI’s Technical Manual for Training Development
- Apply the ADDIE (Analyze, Design, Develop, Implement, Evaluate) model to develop courses and curricula
- Conduct training needs assessments and job task analyses
- Develop clear, measurable learning objectives aligned to job performance tasks
- Map learning objectives to specific job functions and select appropriate instructional delivery methods
- Design effective learning strategies and develop comprehensive instructional materials
- Conduct Multi-Level evaluations to assess training effectiveness
- Ensure alignment between job tasks, learning objectives, and assessment items
- Support curriculum and test validation processes
- Bachelor’s Degree and 10 years of relevant experience
- OR 15 years of experience in lieu of a degree.
- Knowledge of the ADDIE model
