Job Description:
Parsons is looking for an amazingly talented Senior HSE Manager to join our team! In this role you will get to provide technical expertise and PMO-level oversight for the implementation of comprehensive environmental and safety management processes across diverse project portfolios.
What You'll Be Doing:
Serve as the central PMO authority governing all client-appointed Project Management Consultants (PMCs) and engineering consultants. Define their specific HSE scopes, establish clear boundaries of responsibility, and maintain strict oversight to ensure they actively manage their sub-contractors' compliance.
Drive accountability across all appointed consultants by implementing standardized performance evaluation metrics, routine governance meetings, and rigorous KPIs to ensure they deliver on their contractual HSE obligations.
Act as the final escalation point for unresolved PMC compliance issues, audit failures, and HSE non-conformances, ensuring PMC, Consultants systematically track and close out corrective actions within agreed timelines.
Direct the development and implementation of comprehensive program-wide ecological mitigation plans to protect sensitive regional flora and fauna across all development zones.
Establish strict protective protocols and monitoring frameworks for critical habitats, specifically addressing construction impacts on sensitive desert wildlife and marine ecosystems, including sea turtle nesting zones during active seasons.
Oversee the investigation of any wildlife or environmental mortality incidents. Coordinate directly with consultants, contractors, and relevant stakeholders to conduct causal analysis, deploy immediate mitigation measures, and prevent recurrence across the program footprint.
Monitor project safety and environmental performance, establish audit schedules, and conduct regular compliance inspections.
Implement Parsons-wide EHS policies, tools, and management plans to ensure all site operations strictly adhere to approved procedures.
Integrate EHS objectives within the PMO framework to ensure alignment with broader program schedules, risk management, and resource allocation.
Develop long-term environmental strategies, management systems, and key performance indicators to monitor performance excellence.
Plan and execute training, motivation, and competency development programs to foster a proactive EHS culture among site personnel.

Supervise, train, and mentor EHS Officers and site team members assigned to individual projects.
Oversee coordination between the EHS team and other project functions including engineering, construction, procurement, and contract management.
Manage incident reporting processes, lead causal analysis for investigations, and identify suitable corrective or preventive actions.
Compile and disseminate EHS lessons learned across the operations team, PMO staff, and external contractors.
Review all contractor-submitted EHS documentation, verify compliance with program plans, and support the closure of audit findings.
Coordinate and interface directly with corporate departments, client representatives, and contractor organizations on all EHS matters.
What Required Skills You'll Bring:
Bachelor's or Master's in Occupational Safety and Health, Risk Management, Occupational Health Science, or a closely related HSE discipline or NEBOSH Qualification/ International Diploma in Occupational Health and Safety.
Minimum of 15 years of dedicated proven HSE experience within the construction or mega-project industry, including a minimum of 5 years of proven experience operating as a Senior HSE Manager and PMO level experience.
Consultant Governance: Proven experience in a client-representative or PMO role managing, auditing, and enforcing HSE compliance across Tier-1 PMCs and international engineering consultants.
Environmental Management & Mitigation: Good knowledge of KSA legislation, HSE Standards and Procedures, ecological risk management, environmental impact assessments, and implementing practical mitigation plans for wildlife preservation in challenging or sensitive environments.
Stakeholder Coordination: Exceptional ability to interface collaboratively yet authoritatively with client leadership, corporate departments, and independent environmental consultants to align project execution with ecological preservation goals.
