Key Responsibilities
- Functional Design & Specification
- Translate business requirements and storyboards into clear, structured functional
- specifications and process models for developers and implementation teams.
- Lead workshops with cross-functional stakeholders to refine requirements, validate
- assumptions, and facilitate alignment on solution design.
- Produce documentation (functional specs, business process flows, decision tables, use
- cases, mockups) that meets quality standards and supports traceability.
- Governance & Analysis
- Understand, document, and validate government PFM business processes, including
- budget preparation, budget execution, accounting, financial controls, and performance
- management within a GRP context.
- Evaluate the feasibility of proposed functional solutions and their impact on existing systems and processes.
- Identify gaps, conflicts, and integration points; translate them into solution recommendations.
- Quality Assurance Support
- Review technical and functional deliverables for completeness and alignment with requirements.
- Contribute to test case development and execution for integration and system verification as needed.
- Assist in validating resolved issues and confirming functional correctness.
- Continuous Improvement
- Recommend improvements to requirements management, functional design processes,and tools to enhance quality and efficiency.
- Drive adherence to FreeBalance’s development methodologies, documentation
- standards, and quality practices.
- Cross-Team Collaboration
- Function as a primary point of contact between R&D, QA, and the Professional Services teams on assigned features.
- Provide expert guidance on functional and configuration decisions to project teams and
- customer implementation teams.
- Communication & Reporting
- Clearly communicate progress, risks, and decisions to management and stakeholders.
- Present complex functional concepts in understandable terms to technical and
- non-technical audiences.
Experience & Qualification
- Education & Experience
- Bachelor’s degree in Information Technology, Computer Science, Business Analysis,
- Accounting, Public Finance, or a related discipline.
- Minimum 8+ years of progressive experience in functional analysis for enterprise-scale
- applications: ideally within GRP, ERP, PFM, IFMIS, or public sector resource planning systems.
- Proven track record of working on large, integrated software systems with multiple
- modules, configurations, and deployment environments.
- Functional & Domain Expertise
- Strong expertise in functional requirements elicitation, documentation, business process
- modelling, use case definition, and functional specification writing.
- Solid understanding of Public Financial Management (PFM) principles, government
- budgeting processes, accounting, and fiscal controls — ideally from direct project exposure.
- Familiarity with government operations and how core financial, human resources,
- procurement, and performance modules interact in a unified application
- Technical Acumen
- Comfortable reading and interpreting technical designs, data models, and process flows.
- Experience with configuration-driven systems, low-code/no-code frameworks, and
- modular enterprise platforms.
- Capability to engage with Developers on functional design decisions and to review
- proposed technical implementations for alignment with requirements.
- Interpersonal & Leadership
- A professional and confident communicator, capable of facilitating requirements
- workshops, leading cross-team discussions, and articulating decisions with clarity.
- Demonstrated ability to mentor junior analysts and contribute to a culture of excellence.

- Strong analytical problem-solving skills with attention to detail and accuracy.
- Excellent written & verbal English communication skills; additional languages are a plus.
- Organized, resourceful, and able to manage multiple priorities and deadlines.
- Ability to travel internationally occasionally for project workshops, governance meetings,and customer engagements.
Preferred (Asset) Experience
- Prior experience working on GRP or comparable Public Financial Management software implementations in multiple countries.
- Background in government or public sector reform environments. ● Familiarity with Agile / iterative development practices and enterprise product roadmaps.
