Job Description:

Department Overview: The Senior Financial Crime Risk Analyst (Sanctions and  Anti-bribery/anti-corruption) must have strong analytical skills, strong reading comprehension and writing skills, the ability to synthesize large amounts of information and clearly communicate what matters and have a strong understanding of the U.S. regulatory environment, particularly the ability to intake and assess U.S. regulatory notifications. Experience must be in financial crime, sanctions and regulatory/compliance experience, rather than broad banking experience.

The Senior Financial Crime Risk Analyst – Sanctions contributes to the development, oversight, and implementation of TD’s sanctions compliance programs, including frameworks, methodologies, policies, standards, procedures, awareness and specialized training, monitoring, management reporting, and escalation of sanctions-related issues.
Conducts periodic and event-driven reviews for sanctions risks of customers and transactions, including targeted assessments. Supports management in delivering initiatives related to sanctions risk assessment, regulatory exam preparation, and internal/external audit support.

Depth & Scope:

  • Works independently as the senior analyst/subject matter expert in sanctions compliance and coaches and educates others on regulatory requirements and best practices
  • Oversees and/or independently performs end-to-end sanctions screening and escalation processes, ensuring adherence to global standards
  • Applies expert knowledge of sanctions regulations, business operations, products, services, and operating standards to drive unit or team performance and mitigate risk
  • Executes on more complex and/or non-standard sanctions-related requests, including high-risk reviews and regulatory reporting
  • Researches and investigates a range of sanctions alerts, operational issues, and process gaps, ensuring timely resolution and compliance
  • Recommends and implements solutions within own area of responsibility to strengthen sanctions controls and governance frameworks
  • Coordinates and integrates work with other areas such as AML, FCRM, and Legal as needed to ensure holistic risk management
  • Provides advanced analysis and/or specialized reporting on sanctions metrics, trends, and regulatory adherence to support business partners and centers of expertise
  • Requires advanced technical and regulatory knowledge of global sanctions regimes and screening systems for discipline supported
  • Manages high complexity in operational, reporting, and process analysis functions with a medium- to longer-term focus on sanctions compliance enhancements
  • Represents the group as the lead or subject matter expert on sanctions-related projects, regulatory initiatives, and cross-border governance meetings

Education & Experience:

  • Undergraduate Degree
  • Advanced degree, professional accreditation, and/or 5+ years

Customer Accountabilities:

  • Develops and implements team procedures and governance processes for sanctions compliance and analyzes and advises stakeholders and teams of changes and enhancements to enterprise sanctions programs and requirements, including their impact across the organization
  • Collaborates with and influences partners and senior stakeholders in related groups (such as Compliance, Legal, and Risk) to support the creation of documentation and reports required by external regulatory bodies and TD internal groups for sanctions compliance
  • Leads research and assessment of sanctions risks and controls and contributes to a specialized team of sanctions compliance professionals, interacting with key stakeholders
  • Provides governance oversight through management of sanctions policy and training exemption governance and reporting processes to the Senior Executive Team and related sub-committees
  • Provides strategic guidance to team members in the use of issues and events systems for tracking and reporting sanctions-related matters
  • Prepares summaries, presentations, briefing notes, and other documentation to effectively report on the status of the sanctions compliance program
  • Delivers relevant subject matter expertise and sanctions compliance advice to business partners
  • Interacts with control functions within the organization to ensure effective sanctions oversight
  • Develops and delivers sanctions training programs for applicable employees across the Bank
  • Conducts meaningful research, analysis, and assessment of sanctions program activities at the functional level, using results to draw conclusions, make recommendations, and assess the effectiveness of enterprise sanctions programs
  • Prepares research, analysis, updates tools, and supports training activities specific to sanctions risk assessment
  • Contributes to the development of processes, procedures, and guidance relevant to sanctions compliance

  • Prioritizes and manages own workload to meet SLA requirements for service and productivity
  • Provides high-quality service and advice to key business (FCRM) partners and monitors progress of initiatives, action plans, or similar activities
  • Protects the interests of the organization – identifies and manages risks, and ensures the prompt and thorough resolution of escalated non-standard, high-risk issues
  • Delivers relevant subject matter expertise and FCRM advice to business (FCRM) partners
  • Participates as assigned in new or revised product initiatives; advises businesses on FCRM compliance requirements and ensures those requirements are properly written into requirements for business projects
  • Participates in FCRM-level projects as needed to facilitate and oversee changes to FCRM processes, systems, or practices
  • Coordinates with other FCRM partners and business compliance partners to ensure consistency in the application of FCRM programs and standards across the enterprise
  • Ensures relevant FCRM programs align with TD corporate philosophy and strategic direction
  • Monitors FCRM industry developments and maintains strong knowledge of evolving regulatory requirements and assesses potential impacts
  • Contributes to cross-functional/enterprise initiatives as an organizational or subject matter expert, helping to identify risk and providing guidance for complex situations
  • Complies with applicable internal and external audit and regulatory requirements and may actively provide support during Audit and Regulatory Reviews, providing recommendations and guidance as required
  • Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite
  • Participates in responding to periodic exams/audits by regulatory bodies and Internal Audit to determine level of BSA/FCRM compliance
  • Contributes to cross-functional/enterprise initiatives as an organizational or subject matter expert, helping to identify risk and providing guidance for complex situations

Preferred Experience

  • Understanding of financial institutions and how legislation applies to their U.S. businesses.
  • Experience with financial-crime-related legislation.
  • Sanctions experience is preferred.
  • Familiarity with anti-bribery/anti-corruption legislation, including the FCPA, would be valuable.
  • General regulatory experience is still useful if the candidate lacks direct sanctions/FCPA experience.
  • Experience advising business partners on regulatory or sanctions-related matters would be helpful.
