Artemis Consulting is seeking a Senior Data Analytics Developer to support the Department of Navy and the Naval Information Warfare Systems Command (NAVWAR) programs in San Diego, CA. In this role, you will work at the intersection of data analytics, data engineering, and consulting. You will partner directly with government stakeholders to improve processes, automate workflows, and develop scalable data solutions that enhance operational efficiency and data-driven decision making. This role requires the ability to work independently while managing direct tasking and communication with government stakeholders.
The ideal candidate is a data-driven problem solver passionate about leveraging technology to create meaningful outcomes. In this role, you will provide analysis and consulting to help support government clients with a wide range of data-related challenges from measuring risk to optimizing financial decisions and strengthening data management approaches. You will develop, build, and implement tools and solutions such as databases and applications to automate common processes, streamline decentralized data collection, write queries for effective data isolation, and create user forms that provide intuitive user interfaces. You will apply data mining, modeling, natural language processing, and machine learning to extract and analyze information from large structured and unstructured datasets. You will create dynamic data reports to visualize, interpret, and communicate findings effectively.
This is a hybrid position based in San Diego, CA, requiring onsite support at NAVWAR and the Artemis office as needed.
Qualification Requirements:
- Bachelor’s degree (BA or BS)
- Six (6) or more years of experience in data analytics, data science, data engineering, data structures, data systems development, and/or relevant consulting experience
- Existing or the ability to obtain a DoD Security Clearance (applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information
- Proficiency in Microsoft Office (Excel, Word, Access, PowerPoint, Project)
- Experience with software integration or testing, including analyzing and implementing test plans and scripts.
- Experience with relational data structures and database architecture
- Experience applying Structured Query Language (SQL), Non Structured Query Language (NoSQL), Application Program Interface (API) Building, Extract, Transform, and Load (ETL) pipelines, Web Application Servers
- Experience with scripting languages, such as Python and R
- Experience using platforms and packages commonly used in data science applications or advanced analytics such as Jupyter Notebook, Pandas, Numpy, Polars, Plotly, Seaborn, or ggplot
- Experience with synthesizing multiple sources of input, including .txt, .csv, and .xlsx files, and performing data transformation routines to organize and manage data for analysis
- Experience with business intelligence and visualization engines such as PowerBI, Tableau, or Qlik
- Experience with Power Platform including Power Apps, Power Automate, and Dataverse
- Experience with documenting functional and technical requirements
- Experience applying complex mathematical and statistical concepts

The clearance adjudication process is an examination of a sufficient period of a person's life to make an affirmative determination that the person is an acceptable security risk. Eligibility for access to classified information is predicated upon the individual meeting personnel security guidelines. The adjudication process is the careful weighing of a number of variables known as the whole-person concept. Marijuana remains illegal under federal law as a Schedule I drug in the Controlled Substances Act (CSA), meaning any use of marijuana is illegal under federal law, regardless of state and local governments legalizing or decriminalizing uses of marijuana. This applies to recreational marijuana use, medical marijuana use, as well as use of cannabidiol (CBD) products. Adherence to federal laws prohibiting marijuana use is evaluated in the security process. The use of marijuana can raise security concerns about an individual’s reliability and trustworthiness to access classified information or hold a sensitive position. Prospective national security workforce employees should refrain from any future marijuana use upon initiation of the national security vetting process.
