BizFirst is assisting our client with recruiting a skilled and experienced Senior Contractor Program Manager / CFO Strategic Advisor. This Key Personnel position supports the following program: MARAD CFO Budget & Financial Support Services, which provides financial reporting, reconciliation, budget execution, grant, reimbursable agreement and revolving fund, payroll, and business analytics support to MARAD's Office of the Associate Administrator for Budget and Programs / Chief Financial Officer. The position is hybrid, based at MARAD Headquarters in Washington, DC, and is contingent on task order award, with an anticipated start on 30 September 2026.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.

What will you do

Serve as the single accountable leader and primary point of contact for MARAD's CFO, Deputy CFO, and Contracting Officer's Representative, and as a strategic advisor to the CFO, who is a member of the Senior Executive Service. Reporting to our client's Principal, you will lead the full contractor team across financial reporting, reconciliations, budget execution, grants, reimbursable agreements and revolving funds, payroll analysis, and business analytics. You will also direct the 30-day phase-in from the incumbent contractor, own quality control, and deliver regular status reporting. The office needs immediate operational stability and, alongside it, modernized dashboards and reporting. This role suits a senior federal financial management leader who has advised agency CFOs or SES leaders directly and has led multidisciplinary financial management teams on performance-based or firm-fixed-price federal contracts.

Responsibilities:

  • Serve as the contractor's single accountable leader and primary point of contact for the MARAD CFO, Deputy CFO, and Contracting Officer's Representative (COR).
  • Advise CFO leadership on budget execution, fund stewardship, financial reporting, and executive decision support, while keeping final approvals, funds certification, and policy decisions with Government officials.
  • Lead an integrated program management office across seven task areas: financial reporting support; reconciliation and account analysis; budget execution support; grant programs budget and financial analysis; reimbursable work and interagency agreements, including the Vessel Operations Revolving Fund and Working Capital Fund; payroll and compensation analysis; and business analytics and decision support.
  • Direct the 30-day phase-in from the incumbent contractor so the team is ready on Day 1, including knowledge transfer of SOPs, templates, and open-item inventories.
  • Own quality control against the Government's Quality Assurance Surveillance Plan (QASP) and ensure recurring monthly deliverables meet acceptance standards.
  • Lead, develop, and schedule a multidisciplinary team of Leads and analysts, and manage coverage and surge staffing during fiscal year-end closeout, quarterly financial statement cycles, and grant obligation windows.
  • Manage program risks and issues, and deliver regular status reporting to MARAD leadership and company management.

Requirements:

  • Public Trust eligibility; must be able to obtain and maintain a Public Trust determination.
  • Minimum twelve (12) years of federal financial management experience, including senior leadership roles.
  • Active Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) credential.
  • Demonstrated experience advising or coordinating directly with agency CFOs, Deputy CFOs, or Senior Executive Service (SES) leaders.
  • Working command of federal accounting and reporting requirements, including OMB Circular A-136, the U.S. Standard General Ledger (USSGL), Treasury GTAS, budget execution, funds control, and Anti-Deficiency Act compliance.
  • Experience leading multidisciplinary financial management teams on performance-based or firm-fixed-price federal contracts.
  • Bachelor's degree in accounting, finance, business, or a related field.
  • Ability to work onsite at MARAD Headquarters in Washington, DC, a minimum of two to three days per week, with additional onsite time during peak periods such as fiscal year-end closeout.
  • Availability to begin work on or about 30 September 2026 and to serve full-time for the base period and any option periods the Government exercises.
