Job Description:

Parsons are looking for an exceptionally talented Senior Commercial Manager to join their team! The Senior Commercial Manager will lead the full commercial lifecycle of a large-scale giga project in Riyadh. This role is accountable for commercial strategy, contract management, cost control, risk mitigation, and maximizing value across multi-billion-dollar programs, while ensuring alignment with client objectives, regulatory frameworks, and Vision 2030 goals.

What You'll Be Doing;

  • Develop and implement the overall commercial strategy for complex giga projects, aligned with project, client, and organizational objectives.
  • Lead and mentor commercial teams (contracts, procurement, quantity surveying, claims) across multiple workstreams and packages.
  • Drive commercial governance, standardization of processes, and best practices across the portfolio.
  • Oversee end-to-end contract management for consultancy, EPC, design & build, and subcontractor agreements.
  • Lead negotiation of high-value contracts, framework agreements, D&B arrangements, and strategic partnerships.
  • Manage contractual correspondences, variations, change orders, and claims to protect project and client interests.
  • Ensure compliance with FIDIC, bespoke contracts, and local Saudi law/regulatory requirements.
  • Establish and manage budgets, cost plans, and forecasts for multi-billion SAR/US$ projects.
  • Oversee cost reporting, value engineering initiatives, and whole-life cost assessments.
  • Analyze financial risks and opportunities; recommend strategies to improve margins and cost efficiency.
  • Support funding, investment, and commercial due diligence processes as required.
  • Develop procurement strategies for major packages (civil, MEP, infrastructure, technology, hospitality, etc.).
  • Oversee prequalification, tendering, bid evaluation, and award processes to ensure best value and compliance.
  • Engage with key contractors, consultants, and suppliers to build strong, performance-driven relationships.
  • Support localization objectives and alignment with Saudi Vision 2030, including local content initiatives.
  • Identify and manage commercial risks across the portfolio; implement mitigation plans and contingencies.
  • Ensure robust commercial controls, audit trails, and adherence to corporate governance requirements.
  • Provide commercial input to project risk registers, change control procedures, and scenario planning.
  • Act as a key commercial interface between client, project management offices (PMO), consultants, contractors, and regulators.
  • Prepare and present commercial reports, dashboards, and recommendations to senior management and boards.
  • Manage complex stakeholder expectations and support conflict resolution on commercial matters.
  • Ensure compliance with local laws, regulations, and relevant international standards.
  • Support the development and implementation of commercial policies, procedures, and tools.
  • Promote ethical commercial practices and transparency across all commercial activities.

What Required Skills You'll Bring;

  • Bachelor’s degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Finance, or a related discipline.
  • Minimum of 15 years of commercial/contract management experience in large-scale construction, infrastructure, or real estate projects.
  • Proven track record working on mega or giga projects, preferably in the GCC region.
  • Strong experience with FIDIC and major international standard forms of contract.
  • Demonstrable experience in leading commercial teams on projects exceeding 1 billion in value.

Desirable:

  • Master’s degree in a related field (e.g. MBA, MSc in Construction Law/Commercial Management).
  • Professional membership: RICS, CIOB, CIArb, or equivalent.
  • Prior experience in Saudi Arabia and familiarity with local regulations, procurement practices, and Vision 2030 initiatives.
  • Advanced commercial, financial, and contractual acumen.
  • Strong negotiation and influencing skills at senior stakeholder level.
  • Excellent analytical skills with ability to interpret complex financial and commercial data.
  • High level of written and verbal communication skills; ability to prepare concise, executive-level reports.
  • Leadership capabilities with experience managing multidisciplinary teams.
  • Strategic thinking with the ability to balance risk, cost, schedule, and quality.
  • Strong problem-solving and decision-making abilities in high-pressure environments.
