Senior Commercial Manager – Sales (Pre-Contracts)

As a Senior Commercial Manager, you will play a key role in shaping and delivering commercial and pricing strategies that strengthen pre-sales and bid management activities. You will lead the commercial development of major competitive tenders during the pre-contract phase, overseeing pricing strategy, cost estimation, procurement inputs, and overall bid competitiveness. The role requires strong regional experience in infrastructure or engineering consultancy environments, with proven expertise in developing compliant, competitive, and profitable proposals in line with company policies and market conditions.
What You’ll Be Doing:
Lead the development of integrated commercial strategies for major bids and proposals, ensuring alignment with profitability, risk, and competitiveness objectives.
Oversee end-to-end pre-contract commercial activities, including pricing strategy, cost estimation, procurement inputs, and bid submission deliverables.
Collaborate closely with Business Development, Finance, Project Controls, Engineering, and Project Management teams to ensure compliant and competitive proposals.
Develop and refine pricing models, cost structures, and bid strategies, including “price-to-win” analyses.
Ensure timely preparation and submission of high-quality commercial proposals in response to RFPs.
Review bid documentation for completeness, accuracy, compliance, and commercial viability.
Lead or participate in commercial, risk, and governance reviews, including pre- and post-submission assessments.
Manage engagement with JV partners and subcontractors during the bidding phase, including negotiation of commercial terms and partnering agreements.
Assess contract risk and potential financial exposure, ensuring risks are clearly identified and appropriately priced.
Prepare and validate cost inputs, including labor, materials, equipment, indirect rates, and other direct costs using market and historical data.
Oversee preparation of detailed commercial submissions, including pricing assumptions, exclusions, escalation factors, and supporting narratives.
Review and validate estimates prepared by others for accuracy, completeness, and consistency.
Manage supplier and subcontractor pricing requests and incorporate outputs into competitive bid submissions.
Support continuous improvement of commercial processes, tools, and pricing methodologies.
Foster a collaborative, high-performance environment aligned with Parsons’ values and leadership culture.
Act as a role model and mentor, promoting teamwork, accountability, and commercial excellence across teams.
What Required Skills You’ll Bring:
Bachelor’s degree in Engineering, Business, Finance, or a related discipline.
12-15 years of experience in commercial management, estimating, or competitive pricing within infrastructure or engineering consultancy environments.
Strong Middle East experience is essential.
Proven expertise in pre-contract commercial management and bid pricing activities is mandatory.
Strong understanding of cost estimation, pricing strategies, and contract risk assessment.
Excellent written and verbal communication skills, with the ability to present to senior leadership.
Experience using structured and digital tools for bid pricing and commercial analysis.
