POSITION DESCRIPTION:
Pioneering Evolution is seeking a full-time, on-site Full Stack Developer Lead to provide hands-on development and day-to-day leadership of a feature-focused development team. Operating under the direction of the Lead Architect & Engineer, this role will design, implement, and guide the delivery of secure, audit-ready, and scalable features for a federal software platform that supports financial modernization and compliance.
The Full Stack Developer Lead will be primarily responsible for backend development in .NET Core while also contributing to and overseeing frontend development in Angular. As a Feature Lead, this role ensures that design decisions, implementation strategies, and team execution align with system architecture, compliance requirements, and mission priorities.
U.S. Citizenship and an active Secret Clearance are required. This position is based in the Washington D.C. metro area.
Responsibilities:
- Lead the day-to-day execution of a feature team, coordinating development tasks, mentoring team members, and ensuring alignment with sprint goals.
- Design, develop, and maintain scalable APIs and services using .NET Core.
- Contribute to frontend development using Angular and TypeScript, ensuring end-to-end feature delivery.
- Collaborate with the Lead Architect & Engineer to translate system architecture into actionable technical designs.
- Provide technical guidance to developers, ensuring features meet performance, security, and audit compliance standards.
- Conduct and lead code reviews, ensuring high-quality, maintainable, and test-driven code.
- Support Agile ceremonies, backlog refinement, and feature planning, helping to break down user stories into technical tasks.
- Work with QA and DevSecOps to ensure features are testable, secure, and integrated into CI/CD pipelines.
- Mentor junior and mid-level developers across backend and frontend development.
- Contribute to and maintain technical documentation, including service logic, data flows, and component specifications.
- Ensure all development aligns with compliance requirements, including audit traceability, FIAR, NDAA, and OQE standards.
REQUIRED EXPERIENCE:
- Bachelor’s degree in Computer Science, Engineering, or related field.
- 7+ years of software development experience, with strong proficiency in C#/.NET Core for backend development.
- Hands-on experience with Angular and TypeScript for frontend development.
- Proven experience in a technical leadership or feature lead capacity, coordinating development tasks and mentoring team members.
- Strong knowledge of RESTful API design, relational databases (PostgreSQL preferred), and secure coding practices.
- Experience with unit, integration, and end-to-end testing.
- Familiarity with Agile methodologies and ability to lead sprint-based execution.
- Excellent collaboration and communication skills.
- Must be available to work full-time and on-site in the Washington D.C. metro area.
- U.S. Citizenship and active Secret Clearance required.
DESIRED EXPERIENCE:
- Experience working on federal or compliance-driven systems.
- Familiarity with cloud-native architectures and containerization (Docker, Kubernetes).
- Understanding of CI/CD integration, DevSecOps practices, and observability tools.
- Exposure to UI/UX design principles and accessibility standards (WCAG/508).
- Demonstrated ability to balance hands-on development with team leadership responsibilities.
