[POSITION SUMMARY]

We are seeking a highly analytical and commercially astute senior cost controller to drive the financial performance of our large-scale offshore wind projects. The role requires a tech-savvy cost professional who will act as the central node between engineering progress and financial reality, utilizing a modern, integrated project systems architecture to provide real-time cost intelligence, accurate forecasting, and rigorous change management in a complex environment


[KEY RESPONSIBILITIES]

Budgeting, Forecasting & Phasing (Anaplan & Excel)

  • Lead the development and maintenance of the project Control Account budgets, establishing the Cost Baseline for major offshore packages (WTG, Foundations, Cables, Substations, and Marine Logistics).
  • Utilize Anaplan for dynamic financial modelling, scenario planning, and multi-year cash flow forecasting, ensuring alignment with corporate financial planning.
  • Leverage advanced Excel (Power Query, complex financial models) to perform deep-dive ad-hoc cost analysis, currency exposure tracking, and rate normalizations.

Cost Tracking & ERP Management (Business Central)

  • Manage the day-to-day cost control cycle within Business Central, ensuring accurate tracking of Commitments, Actuals, and Value of Work Done (VOWD) accruals.
  • Validate milestone payments against physical offshore progress, working closely with the contract management team to ensure correct processing of EPCI contractor invoices.

Schedule Integration & Earned Value (OPC)

  • Interface with Planning & Risk teams via Oracle Primavera Cloud (OPC) to ensure tight alignment between the Cost Breakdown Structure (CBS) and Work Breakdown Structure (WBS).
  • Translate schedule delays (e.g., heavy lift vessel availability, port bottlenecks) identified in OPC into direct cost impacts (preliminaries, stand-by rates).
  • Establish and track Earned Value Management (EVM) metrics (CPI, SPI) to provide early warning indicators of cost overruns.

Change Management & Reporting (Power BI)

  • Maintain the project Trend & Variation Order (VO) register. Rigorously assess the cost impact of engineering changes and contractor claims before drawing down on project contingency.
  • Design, build, and maintain interactive cost dashboards in Power BI. Translate complex datasets from Business Central and Anaplan into intuitive visuals (S-curves, variance bridges, cash flow waterfalls) for Project Directors and Joint Venture Steering Committees.

[QUALIFICATIONS]

Education & Experience

  • Degree: Bachelor’s degree in Finance, Accounting, Quantity Surveying, Engineering, or a related field.
  • Experience: 7+ years of project cost control experience, with a minimum of 3+ years dedicated to Offshore Wind or major Offshore Oil & Gas marine execution projects.
  • Deep understanding of offshore EPCI contracting strategies, milestone payment structures, and marine warranty/logistics cost drivers.
  • CIMA, ACCA, or AACE CCP certification is highly advantageous.

Technical Skills & Tools

  • Systems Architecture: Proven hands-on expertise navigating and integrating data across Business Central (ERP), Anaplan (Planning), OPC (Schedule/EVM), and Power BI (Visualization).
  • Excel Mastery: Expert-level Excel skills are mandatory (Power Query, complex formulas, large dataset manipulation).
  • Strong understanding of Earned Value Management (EVM) principles and contingency drawdown methodologies.
  • Experience handling multi-currency contracts and understanding basic FX hedging impacts on project CAPEX.
  • Understanding of the PMBOK framework and Estimate Classification System and associated Recommended Practices is highly advantageous.

Soft Skills & Languages

  • High level of commercial acumen; able to confidently challenge Package Managers and engineers on their cost forecasts and "Estimate at Completion" (EAC) assumptions.
  • Strong communication skills, with the ability to explain complex financial variances to non-financial technical leaders.
  • Languages: Professional proficiency in English is required; professional proficiency in Korean is highly advantageous.
