This position will work primarily with one client, the Receiver for the City of Chester, Pennsylvania. The position will start July 7, 2025 with a hybrid work arrangement where the Senior Analyst will be required to work in Chester 2-3 days a week.
SENIOR ANALYSTS: PFM’S FOUNDATION FOR SUCCESS
PFM’s Senior Analysts are a critical part of the project teams that serve our broad base of clients. Senior Analysts work in direct contact with Managing Directors and other experienced project managers to develop and deliver recommendations for increasing the efficiency and effectiveness of state and local governments. Many of our project managers and Managing Directors started their careers as Senior Analysts or Analysts.
The Senior Analyst for this position will work primarily with one of the Managing Directors who leads PFM’s practice focused on financial recovery engagements for state and local governments.
RESPONSIBILITIES
The Senior Analyst will work primarily on PFM’s engagement in support of the Receiver for the City of Chester, Pennsylvania. Under Pennsylvania law, the Receiver is responsible for City government’s financial recovery and ensures the continued provision of vital and necessary services to Chester’s residents, businesses and visitors.
Responsibilities and key tasks for this position may include:
- Provide quantitative and qualitative analysis for assigned tasks that cover a range of topics including operating and capital budgets; departmental operations; workforce staffing and compensation analysis; revenue analysis and tax policy development; and community and economic development.
- Create and deliver presentations, reports and summaries on behalf of the Receiver and PFM team members.
- Assist the Receiver and Receivership team with project management, ensuring there is progress across multiple interrelated efforts at the City, state and federal level (i.e. bankruptcy)
- Help manage relationships with local elected officials, City appointed leadership, State agency staff, community stakeholders and contracted team members
MINIMUM QUALIFICATIONS
- Bachelor’s degree with coursework in political science, economics, public policy, labor relations, human resources, and/or related areas of study
- Demonstrated ability or interest in working with governments or nonprofits on financial, operational and policy challenges as evidenced by prior professional experience, internships or relevant academic coursework
- 3-5 years of experience in a prior role that required strong analytical and organizational skills
- Ability to work on site in Chester, Pennsylvania 2-3 days a week
- Authorization to work in the U.S. for any employer without sponsorship, now or in the future

The anticipated base pay for this role is $80,000 - $84,000. Actual compensation is influenced by a variety of factors including but not limited to skills, experience, qualifications, and geographic location.
