Description. Chimera Enterprises International is seeking a Senior Acquisition Analyst to support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Medical Office. The JPEO-CBRND manages our nation’s investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures. battlespace worldwide. This position requires a Secret clearance.
Job Duties:
- Draft, review, staff, file, and update a variety of documents to include acquisition documentation (Acquisition Decision Memorandum, Acquisition Program Baseline, Simplified Acquisition Master Plan/Acquisition Strategy), memorandums, information and issue papers, various levels of briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.
- Prepare in accordance with DoD policies and procedures for the research development, test and evaluation, and procurement of material to establish program goals, objectives, and milestones.
- Tailor all DoDI 5000.02 documentation requirements for each applicable program and strategy, developing the documentation IAW the latest regulatory, statutory, and organizational policies.
- Prepare, staff, and present (when necessary) recurring (i.e., daily, monthly, annual) reports and briefings in support of milestone decisions and both internal and external program reviews.
- Participate actively on multiple IPTs, providing the acquisition subject matter expertise needed to fulfill the critical planning and execution requirements that contribute to program success.
- Formulate top-level acquisition strategy and program structure that addresses requirements in accordance with JCIDS, PPBE and compliant with the DoD 5000 series.
- Perform integrated risk assessments and risk analyses regarding cost, schedule and performance of assigned programs in accordance with the DoD Risk Management Guide.
- Research, interpret, analyze, advice on, assist with, and apply the rules, regulations, and procedures found in the DoD Instruction (DODI) 5000.02, other DoD acquisition policies, and Food and Drug Administration (FDA) regulations applicable to biological and chemical pharmaceutical, and medical diagnostics advanced development.
- Assist in the development and maintenance of document templates required for medical acquisition milestones in concert with Milestone Decision Authority and DoDI 5000.02 requirements.
- Develop, maintain, update, and distribute/deliver educational materials and training specific to Acquisition processes.
- Advise and assist the Acquisition directorate and program managers with other duties as assigned as it relates to program management and DoD Acquisition.
Required Knowledge, Skills and Abilities
- Ability to apply the DoDI 5000.02 process to the development of medical products and systems is desired.
- DAWIA Level III in Program Management or Back to Basics Program Management Advanced.
- Possess fifteen (15) years of experience working in a Government program management or executive office, specifically within the Defense Acquisition System and applying DoDI 5000.02 tenets in the areas of program management (e.g., acquisition documentation development, risk management, integration of DoDI 5000.02 with the PPBE system and JCIDS, etc.).
- The candidate shall possess the expert knowledge required to integrate the JCIDS, PPBE, and DoDI 5000.02 processes.
- Possess a mastery equivalent to the information in Department of Defense (DoD) 5000.02 process for acquisition systems. In addition, the candidate shall possess demonstrated experience applying this process to the development of Department of Defense acquisition strategies and management of advanced development programs.
- Possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
Education
- Bachelor’s degree and/ or 15 years of equivalent work experience.
