SCRM Systems Engineer Level 2
Position Summary
DarkStar is seeking a Systems Engineer based in Laurel, Maryland, focusing on Supply Chain Risk Management (SCRM) and cybersecurity. Candidates must hold an active Top Secret/SCI clearance and a Counterintelligence Polygraph. This role is pivotal for ensuring the compatibility of production systems with strategic architectures and mitigating supply chain threats. The ideal candidate will have at least seven years of relevant experience, technical expertise in systems engineering, a strong background in cyber defense, and the ability to identify and address supply chain risks. This role also offers an opportunity to shape SCRM policies, ensuring resilience in national security projects within a collaborative team environment.

Primary Duties & Responsibilities:
- Develop and implement SCRM strategies and policies to proactively manage supply chain threats, particularly in the cyber domain.
- Identify and analyze vulnerabilities in the supply chain, assess potential cyber risks, and develop robust solutions.
- Provide recommendations and contribute to developing SCRM policy to safeguard the integrity and security of supply chain operations.
- Manage system requirements to ensure production systems meet the defined system architecture(s) – Department of Defense Architecture Framework (DoDAF), Service-oriented Architecture (SOA), etc.
- Contribute to systems engineering documentation, including System Engineering Plans, Requirements Specifications, and Interface Control Documents.
- Assist with system requirements development, functional requirements, and hardware, software, and personnel components allocation.
- Coordinate resolution of cross-discipline action items from Configuration Control Board (CCB) meetings, design reviews, and program reviews.
- Participate in an Integrated Product Team to design new capabilities based on comprehensive development and operational considerations.
- Allocate process and error budgets to systems and subsystem components.
- Define methods, processes, and evaluation criteria for system verification against requirements in a documented plan.
- Develop system design solutions and conduct analyses of system requirements to ensure operational effectiveness.
- Provide input to program and contract work breakdown structure (WBS) and the integrated master plan (IMP).
- Support the development and review of systems engineering documentation and interface definition.
- Establish procedures for managing requirements changes and maintaining the technical integrity of the system baseline throughout its lifecycle.
- Participate in system integration coordination, ensuring comprehensive coverage of all interfaces.
- Conduct quantitative analysis on non-functional system performance areas like Reliability, Maintainability, and Vulnerability.
- Plan and analyze testing within the DoD Certification/Accreditation Process and other Government Certification and Accreditation (C&A) processes.
- Provide technical direction in developing, interfacing, integrating, and testing hardware/software systems, including requirements analysis and functional allocation.
- Develop scenarios and an Operational Concept to describe system interactions with users and the environment.
Minimum Qualifications:
- Active Top Secret/SCI clearance and Counterintelligence Polygraph.
- Fourteen (14) years of experience as a Systems Engineer (SE) in programs/contracts of similar scope, type, and complexity.
- Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited institution. Five (5) additional years of SE experience may be substituted for a bachelor’s degree.
Salary Range:
$149,000 - $155,000
