About the role

Program Planning and Analysis is a branch of Program Management that relies on engineering and science as well as business and management grounding. As a master planner and business data analyst at Matter, you will have insight into every aspect of Matter’s work, from instrument engineering, research and development, facility and resource planning, data analysis, machine learning and the construction of Matter’s superintelligent vision ecosystem. You will not need to be an expert in all or any of these areas, but familiarity will be extremely valuable, and you will be crucial in helping our team organize, plan and execute their work.

You will work closely with program management and team members, maintaining the Matter Integrated Master Schedule, establishing / maintaining traceability to lower-level scheduling and planning tools used by team members, assist engineers and scientists in organizing and planning their work, and help create and use data analytics tools to measure and report on team execution and performance.

You will also assist the program management team in creating, reviewing and analyzing other data sets relevant to the performance and execution of Matter’s work, which may include MRP/material requirements planning and supply chain, product development plans and reports, and budgeting, cost, and schedule performance, both internally and with input from vendors.

Key ResponsibilitiesMaster Schedule Development and Maintenance
  • Work with Matter's motivated and collaborative teams to guide them on best practices for organizing, planning, executing, and reporting on scheduled work

  • Update and maintain Matter’s Integrated Master Schedule with team members, team leads, and vendors

  • Apply best scheduling practices including performance of logic reviews, duration reviews, health checks, cost/schedule integration (as applicable), schedule risk analysis, and baseline management

  • Maintain traceability to lower level schedules in a variety of tools, exercising judgment on how to summarize lower level plans while still accurately tracking and reporting task progress

  • Participate in regular all-hands meetings and technology progress briefings to stay current with Matter's rapidly maturing products.

Schedule Performance Reporting Products
  • Assist in the creation of, and maintain a comprehensive reporting suite for schedule execution and performance, with reporting on a biweekly and monthly basis to internal stakeholders and leadership

  • Provide team members and team leads custom reports, as requested, to assist in the management and execution of that team’s tasks

Other Business Analysis Products
  • Under the direction of program management, team leads, or other stakeholders, create and maintain analysis products for business artifacts not directly related to the Integrated Master Schedule, including but not limited to vendor cost performance, team resource planning, order tracking and supply chain reporting, procurement and purchase order tracking, and tactical level task tracking

QualificationsRequired
  • Bachelor’s in engineering or science discipline, business management and administration with focus on engineering or planning, construction management, or equivalent practical experience.

  • Typically 5+ years of relevant experience in developing and maintaining schedules for aerospace, construction management, or other large project scheduling or planning

  • Strong ability to apply best scheduling practices and maintain logically valid and meaningful schedules

  • Advanced user of MS Project, Primavera P6, Open Plan or similar scheduling software, and Microsoft Excel

  • Experience in creating and maintaining execution and performance reporting, reporting not just the data but applying expertise to guide teams teams to understand and interpret the data effectively

  • Ability and enthusiasm to expand knowledge and technical skillset

  • Experience in working on deployed/completed projects, with experience throughout the lifecycle, with particular focus on experience in implementation and assembly, integration and test phases.

  • Comfortable and capable of working with diverse teams with widely varying experience in scheduling and planning their work - ability to meet team members where they are and provide guidance on how to organize and plan their work

  • Comfortable interfacing with all levels of management, team leads, and executives, and providing clear and actionable reporting metrics from detail tactical-level tasks to strategic-level initiatives

Preferred
  • Experience with creating and maintaining business data analytics in PowerPivot for Excel, Power BI, R, or other reporting and analysis tools

  • Familiarity with systems engineering, program management principles, machine learning and AI tools

  • Experience in a fast-paced, multidisciplinary, startup, research, aerospace, or mission-operations environment.

Other Pluses
  • NASA or Aerospace flight mission / instrument experience

  • Familiarity or experience with Earned Value Management

  • Experience in risk management practices and developing and executing schedule risk assessments (Monte Carlo analysis, Sensitivity analysis, etc).

  • Experience in configuration management, including baseline change control

What Success Looks Like
  • Within 30 days, you have taken over schedule statusing and implement a reliable weekly cadence with basic reporting with teams that currently have schedules

  • Within 60 days, you have delivered and expanded set of biweekly and monthly reporting products and expanded schedules and statusing to all teams in the company

  • Within 120 days, you have collaborated in, or lead the development of, a comprehensive schedule performance reporting suite, including summary schedules, critical path analyses, performance and execution metrics, trend analysis, forecasting, and schedule risk analysis

Location & ITAR

This role is based in El Segundo, CA. Onsite work is required, with field deployments and test campaigns as needed.Due to the nature of the work, candidates must be a U.S. citizen, lawful permanent resident, protected individual, or otherwise eligible for authorization under U.S. export control laws, including ITAR and EAR requirements.
